Representative Bernie Lieder, Chair of the House Transportation Finance & Policy Committee called the meeting to order at 4:35 P.M. on Tuesday, March 31, 2009 in Room 10 of the State Office Building.

HF 108 (Norton) Seat belt violation made a primary offense in all seating positions regardless of age. The following spoke to the bill:

H0108A5 amendment. THE MOTION PREVAILED. Rep. Morrow moved the author’s
H0108A3 amendment. THE MOTION PREVAILED. Rep. Morrow moved that HF 108, as amended, be recommended to pass and returned to the Finance Committee with further recommendation that it be rereferred to Public Safety Policy committee. THE MOTION PREVAILED
HF 45 (Bigham) Penalty provided for careless driving resulting in death, and providing for revocation of violator's driver's license. Rep. Morrow moved the
H0045A2 amendment. THE MOTION PREVAILED. Dwight Smith, St. Croix Valley Riders and Scott Hersey, Dakota County Attorney’s Office, spoke in favor of the bill. Maureen Johnson of MNs for Safe Driving, shared the impact for her family regarding her brother’s death caused by a careless driver. Rep. Morrow moved that HF 45, as amended, be recommended to pass and returned to the Finance committee. THE MOTION PREVAILED
HF 1816 (Morrow) Motor carriers, highways, and Department of Transportation provisions modified and updated, clarifying and technical changes provided. Gene Halverson & Ericca Erhard, MnDOT Office of Freight & Commercial Vehicle Operations spoke to specifics in the bill. Rep. Morrow moved adoption of the
H1816A3 amendment. THE MOTION PREVAILED. Rep. Morrow moved that HF 1816 be recommended to pass, as amended, and returned to the Finance committee. THE MOTION PREVAILED.
Rep. Magnus moved adoption of the minutes of March 26, 2009. THE MOTION PREVAILED.
HF 1898 (Hornstein) Local transit planning and development provisions modified and financial assistance for public transit providers provided. Arlene McCarthy and Judd Schetnan, Met Council, spoke to the legislation. Rep. Hornstein moved adoption of the
H1918A2 amendment. THE MOTION PREVAILED. After further committee discussion, Rep. Hornstein moved adoption of the
A09-0354 amendment. THE MOTION PREVAILED. HF 1898, as amended, was laid over for possible inclusion in the Transportation Finance committee bill.
