Representative Bernie Lieder, Chair of the House Transportation Finance & Policy Division called the meeting to order at 4:37 P.M. on Thursday, April 2, 2009 in Room 10 of the State Office Building.

HF 682 (Magnus) Rock County; Nobles County; State rail line loan forgiven. Kyle Oldre, Rock County Administrator; Brent Polanchek, Luverne MN, and Bill Gardner, MnDOT Office of Freight, Rail & Waterways, assisted in presenting the bill. Rep. Magnus moved that HF 682 be recommended to pass and rereferred to the Finance committee. THE MOTION PREVAILED.
HF 1705 (Hornstein) Bicycle and pedestrian accommodation inclusion required as part of trunk highway bridge improvement program. Rep. Hornstein moved the
H1705A2 amendment. THE MOTION PREVAILED. The following assisted in presenting the bill: Ethan Fawley, Fresh Energy and Chris Bell, Minnesota Council of the Blind. Rep. Hornstein moved the following oral amendment to the H1705A2 amendment:
On Page 1, line 7, delete "provide for" and insert "enable a"
THE MOTION PREVAILED. Scott Peterson, MnDOT, spoke to the bill and answered member’s questions. Rep. Hornstein moved that HF 1705, as amended, be recommended to pass and returned to the Finance Committee. THE MOTION PREVAILED.
HF 1918 (Hornstein) Commissioner of Transportation duties and powers prescribed, and report required. Rep. Hornstein moved adoption of the H1918A2 amendment. THE MOTION PREVAILED. Rep. Hornstein moved adoption of the
A09-0354 amendment. A voice vote was taken and the Chair was unclear on the outcome so a show of hands was requested. There being 8 ayes and 6 nays, THE MOTION PREVAILED. The following spoke regarding the bill:

HF 1918, as amended, was laid over for possible inclusion in the Omnibus Transportation Finance bill.
HF 2006 Champion Road authorities required to mitigate construction impacts on small businesses, construction mitigation grant program established, and money appropriated. Tom O’Keefe, MnDOT, spoke to the bill. Rep. Champion moved adoption of the
H2006A1 amendment. Senator Patricia Torres Ray spoke to the amendment and the bill. THE MOTION PREVAILED.
Manny Gonzalez, Minneapolis business owner, spoke to the need for the legislation. Rep. Champion moved that HF 2006, as amended, be returned to the Finance committee with the recommended rereferral to the Higher Education and Workforce Development Division. THE MOTION PREVAILED.
HF 572 FIRST ENGROSSMENT (Haws) Veteran status designation provided on drivers’ licenses and MN identification cards. Rep. Severson moved adoption of the
A09-0340 amendment. THE MOTION PREVAILED. Rep. Severson moved adoption of the following handwritten amendment referred to as the MB 1 amendment:
Page 2, line 32, delete "served" and insert: "is a veteran, as defined in section 197.447."
THE MOTION PREVAILED. Rep. Severson moved that HF 572, First Engrossment, as amended, be placed on the General Register. THE MOTION PREVAILED.

H0928A2 amendment. THE MOTION PREVAILED. Rep. Hornstein moved that HF 928, second engrossment, as amended, be placed on the General Register. THE MOTION PREVAILED.
