Representative Lieder, Chair of the House Transportation Finance & Policy Division called the meeting to order at 4:33 P.M. on Tuesday, March 16, 2010 in Room 10 of the State Office Building.

Rep. Magnus moved adoption of the minutes from March 11, 2010. THE MOTION PREVAILED.
HF3462 (Rosenthal) Driver's license cancellation provided for failure to pay final installment of driver's license reinstatement fee and surcharges. Pat McCormack, Department of Vehicle Services, assisted in presenting the bill. Rep. Rosenthal asked that the bill be laid over for possible inclusion in the Transportation Finance Omnibus bill. The bill was laid over.
HF3490 (Holberg) Requirements established governing capital requests and legislative reporting for projects to establish fixed guideway transit and rail lines. Jeremy Estenson, MN Chamber of Commerce, assisted in presenting the bill. Rep. Holberg moved adoption of the
H3490A1 amendment. THE MOTION PREVAILED. Rep. Hortman moved to verbally amend the H3490A1 amendment as follows:
Page 3, line 9, after "report" insert: "electronically" and delete: chairs and ranking minority
The Holberg H3490A1 amendment as amended was before the committee. THE MOTION PREVAILED.
Rep. Holberg moved that HF 3490, as amended, be laid over for possible inclusion in the Transportation Finance Omnibus bill. The bill was laid over.
HF3334 (Juhnke) Trunk highway project bidding procedures amended, and use of alternative bidding required for competing paving materials. Curt Turgeon, Mn/DOT Office of Materials and Road Research, spoke to the bill. Rep. Lieder moved that HF 3334 be laid over for possible inclusion in the Transportation Finance Omnibus bill. The bill was laid over.
HF3224 (Beard) Transportation projects provisions modified. Brad Larsen, Mn/DOT Director of Innovative Finance assisted in presenting the bill. Rep. Lieder moved that HF 3224 be laid over for possible inclusion in the Transportation Finance Omnibus bill. The bill was laid over.
HF2753 (Morrow) Trunk highway bond appropriation amended. Rep. Morrow moved adoption of the
H2753A1 amendment. Margaret Donahoe, Transportation Alliance, assisted in presenting the amendment. THE MOTION PREVAILED. Thomas Halverson, MnDOT, assisting in answering committee questions on the bill. Rep. Morrow moved that HF 2753, as amended, be recommended to pass and referred to the Finance Committee.
HF2937 (Hortman) Passenger rail project annual report to legislature required. Rep. Hortman moved adoption of the
A2927A1 amendment. THE MOTION PREVAILED. Rep. Hortman moved that HF 2937, as amended, be laid over for possible inclusion in the Transportation Finance Omnibus bill.
