Representative Hornstein, Chair of the Transportation and Transit Policy and Oversight Division, called the meeting to order at 1:13 P.M. on Wednesday, March 25, 2009 in Room 5 of the State Office Building. The Committee Legislative Assistant noted the roll.

HF 700 (Demmer) JOBZ businesses allowed specific service signs. Rep. Hornstein moved the following verbal amendment:
On page 1, line 11, after "zone" insert: "in rural areas"
THE MOTION PREVAILED. Cassandra Isackson, MnDOT Assistant State Traffic Engineer, spoke regarding the bill. HF 700, as amended, was laid over for possible inclusion in the Omnibus Transportation Policy bill.
HF 1464 (Nelson) Commuter Rail Corridor Coordinating Committee membership modified. Jennifer Schaubach, Legislative Director, MN AFL-CIO spoke in support of the legislation. Erik Rudeen, Government Affairs, MnDOT, answered a committee question on the bill. HF 1464 was laid over for possible inclusion in the Omnibus Transportation Policy bill.
HF 1547 (Hortman) Municipality design-build method of contracting pilot program created. Rep. Hortman moved adoption of the H1547DE1 amendment. THE MOTION PREVAILED. Gary Brown, City Engineer, Brooklyn Park and Ryan O’Connor, Association of MN Counties, spoke in favor of the legislation. Jeremy Estenson, MN Chamber, spoke to the bill. Rep. Hortman moved that HF 1547, as amended, be recommended to pass and rereferred to the State and Local Government committee. THE MOTION PREVAILED.
HF 1074/SF470 (Abeler) Anoka County; Design-build process authorized to award contract for construction of intersection of U.S. Highway 10 and County State-Aid Highway 83. The author was unavailable, after committee discussion, the bill remained laid over.
HF 1191 (Hortman) Provisions modified relating to loans to acquire highway right-of-way in the metropolitan area. Gary Brown, City Engineer, Brooklyn Park, spoke to the bill. HF 1191 was laid over for possible inclusion in the Omnibus Transportation Policy bill.
Rep. Davids moved adoption of the minutes of March 24, 2009. THE MOTION PREVAILED.
HF 1164 (Liebling) Drivers' license cumulative suspensions halted, penalty imposed for driving after suspension offenses. Travis Schwantes, Stillwater MN Public Defender, spoke in support of the legislation. Pat McCormack, Director of Driver and Vehicle Services, shared concerns regarding the bill. HF 1164 was laid over.
