MINUTES
Representative Hornstein, Chair of the Transportation and Transit Policy and Oversight Division, called the meeting to order at 10:45 A.M. on Friday, March 27, 2009 in the Basement Hearing Room of the State Office Building. The Committee Legislative Assistant noted the roll.

HF 1088 (Swails) Commercial driver's license record-keeping requirements conformed to federal regulations. Patricia McCormack, Director Driver and Vehicle Services, spoke to the need for the legislation. HF 1088 was laid over for possible inclusion in the Omnibus Transportation Policy bill.
HF 525 (Mullery) Current DWI ignition interlock device pilot program expanded by two years and applied statewide. Jean Ryan, Director of Traffic Safety, Dept of Public Safety, assisted in presenting the bill. Rep. Hornstein moved that HF 525 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Rep. Rosenthal moved adoption of the minutes of March 25, 2009. THE MOTION PREVAILED.
HF 1856 (Swails) School districts authorized to report actual costs instead of allocated costs for contracted services, field trip costs clarified, resident district involvement broadened when a student is place in another district for care and treatment, maximum weight of type A-I school bus increased, and seat back and tailpipe equipment standards modified. Brad Lundell, MN Association for Pupil Transportation and Dave Peterson, Transportation Specialist, St. Paul Public Schools, assisted the author in presenting the bill. Rep. Hornstein moved that HF 1856 be recommended to pass and returned to the Finace committee with the recommendation that it be referred to the K-12 Finance committee. THE MOTION PREVAILED.
HF 1421 (Scott) Speed limit provisions amended (continued from 3/24 hearing). Rep. Zellers moved the
H1421DE1 amendment. THE MOTION PREVAILED. Rep. Zellers moved that HF 1421, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Rep. Hornstein moved that HF 1164 (Liebling) (laid over during the March 25, 2009 hearing) be reconsidered for rereferral to the Transportation Finance & Policy Division. THE MOTION PREVAILED.
Rep. Hornstein moved that HF 1191 (Hortman) (laid over during the March 25, 2009 meeting) be reconsidered and placed on the General Register. THE MOTION PREVAILED.
Rep. Hornstein recessed the hearing for 15 minutes at 11:15. At 11:32 Rep. Hornstein called the meeting back to order.
Rep. Hortman took the gavel at 11:33.
HF 928 (Hornstein) Wireless communications device use prohibited in Metropolitan Council public transit vehicles. Rep. Hornstein moved the
H0928DE1 amendment. THE MOTION PREVAILED. Rep. Urdahl moved the
H0928A1 amendment. Bernie Arseneau, Director, MnDOT and Michele Tuckner, MN State Patrol, spoke in opposition to the Urdahl amendment. A voice vote was taken and a Division was requested. There being 8 ayes and 6 nays the Urdahl amendment was adopted. THE MOTION PREVAILED. Rep. Hornstein moved that HF 928, as amended, be rereferred to the Transportation Finance & Policy Division. THE MOTION PREVAILED.
