MINUTES



Representative Otremba, Chair of the Committee, called the meeting to order at 3:01 P.M. on, March 8, 2010, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Doty moved approval of the minutes from March 3, 2010.
THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Representative Doty moved HF 3188 be recommended to pass to the General Register.

HF3188 (Nornes) Agent Orange; Congressional Delegation of the Great State of Minnesota called, by resolution, to fully support and fund passage of the Agent Orange Equity Act of 2009.

Representative Nornes explained his bill to the committee.

Representative Doty renewed his motion that HF 3188 be recommended to pass to the General Register.
THE MOTION PREVAILED.


Representative Doty moved HF 3262 be recommended to pass and re-referred to the Committee on Finance.

HF3262 (Olin) Compensation program modified for livestock crippled or destroyed by a gray wolf

Representative Olin explained his bill to the committee.

Testifying on HF 3262 was:

Representative Doty renewed his motion that HF 3262 be recommended to pass and re-referred to the Committee on Finance.
THE MOTION PREVAILED.


Representative Doty moved HF 797 be recommended to pass and re-referred to the Committee on Finance.

HF797 (Emmer) Horses and other equines clarified as livestock and that raising them is an agricultural pursuit.

Representative Doty moved to amend HF 797 as follows: (HO797A10)
THE AMENDMENT WAS ADOPTED.

Representative Anderson, B. presented his bill to the committee.

Testifying on HF 797 was:

Gloria Pinky, Manager, Dakota County Assessing Service

Representative Doty renewed his motion that HF 797 be recommended to pass, as amended, and be re-referred to the Committee on Finance.
THE MOTION PREVAILED.


Representative Doty moved HF 3295 be recommended to pass and re-referred to the Committee on Finance.

HF3295 (Faust) Pesticide control provisions changed, waiver of fee authorized, bovine tuberculosis control provided, native grasses and wildflower seed production and incentive program eliminated, ownership of agricultural land authorized by certain nonprofit corporations.

Representative Faust, Greg Buzicky, Director and Quinn Cheney, Policy Director, Minnesota Department of Agriculture presented his bill to the committee.

Testifying on HF 3295 regarding a tax question was:

Gloria Pinky, Manager, Dakota County, Association of Assessing Officers

Representative Doty renewed his motion that HF 3295 be recommended to pass and re-referred to the Committee on Finance.
