CIVIL JUSTICE POLICY COMMITTEE MINUTES
Representative Mullery, Chair, called the meeting to order at 8:40 A.M. on Wednesday, February 25, 2009, in Room 10 of the State Office Building.
The Legislative Assistant noted the roll.

Representative Kelly moved approval of the Minutes for February 18, 2009, and February 23, 2009. THE MOTION PREVAILED.
HF996 (Paymar): A bill for an act relating to courts; eliminating the requirement of personal appearance in an application for a name change made by an adult; amending Minnesota Statutes 2008, section 259.10, subdivision 1, by adding a subdivision.
Representative Paymar moved that HF996 be recommended to pass, and when so passed be re-referred to the Public Safety Policy and Oversight Committee.
Representative Paymar presented his bill.

HF130-1E (Bigham): A bill for an act relating to public safety; prohibiting predatory offenders required to register from accessing and using social networking Web sites; amending Minnesota Statutes 2008, sections 243.166, subdivisions 1a, 4; 244.05, subdivision 6.
Representative Hilstrom moved HF130 before the committee, and moved that HF130 be recommended to pass, and when so passed be re-referred to the Committee on Public Safety Policy and Oversight.
Representative Bigham presented her bill.

Chair Mullery moved to orally amend HF130 as follows:
Page 5, line 5.2, after "for" insert a colon
Page 5, line 5.3, after "site" delete the comma and insert a semicolon, and after "program" insert a comma

Representative Hilstrom renewed her previous motion that HF130 be recommended to pass, and when so passed be re-referred to the Committee on Public Safety Policy and Oversight, and amended her motion to include the oral amendment incorporated into the bill. THE MOTION DID NOT PREVAIL.
Representative Hilstrom requested a Division. There being 6 Ayes and 6 Nays, THE MOTION DID NOT PREVAIL.
HF103 (Atkins): A bill for an act relating to state tort claims; removing the single occurrence liability cap; conforming cross references; amending Minnesota Statutes 2008, sections 3.736, subdivision 4, as amended; 3.7393, subdivision 11; 3.7394, subdivision 6.
Representative Johnson moved HF103 before the committee, and moved that HF103 be recommended to pass, and when so passed be re-referred to the Committee on Finance.
Representative Johnson moved adoption of the
A09-0048 author’s amendment. THE MOTION PREVAILED.
Representative Atkins presented his bill.
