MINUTES
Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Thursday, February 12, 2009, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of February 4, 2009, be approved. THE MOTION PREVAILED.
Scheduled for hearing: H. F. 57 (Emmer)
A bill for an act relating to elections; requiring voters to provide picture identification before receiving a ballot; providing for the issuance of voter identification cards at no charge; establishing a procedure for provisional balloting; etc.
Representative Emmer moved that HF57 be recommended to pass and re-referred to the Committee on Public Safety Policy and Oversight.
Representatives Emmer and Kiffmeyer presented HF57.

Representative Emmer renewed his motion that HF57 be recommended to pass and re-referred to the Committee on Public Safety Policy and Oversight.
Representative Buesgens requested a roll call vote on the motion.
Those voting aye: Anderson, P., Buesgens, Emmer, Gottwalt, Kiffmeyer, Lanning, Sanders and Sterner.
Those voting nay: Pelowski, Hilty, Hornstein, Kahn, Kalin, Marquart, Morrow, Nelson, Poppe, Simon and Winkler.
There were 8 ayes and 11 nays. THE MOTION FAILED.
The meeting was adjourned at 10:13 A.M.
