MINUTES

Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Thursday, February 26, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of February 24, 2009, be approved. THE MOTION PREVAILED.

Chair Pelowski moved that HF456 (Johnson) be recommended to pass and placed on the General Register.

Representative Johnson presented HF456 (Johnson), a bill for an act relating to state government; allowing the Indian Affairs Council to conduct meetings by telephone or by electronic means; etc.

Testimony on HF456:

Annamarie Hill, Executive Director, Minnesota Indian Affairs Council

Sue Gens, Executive Director, Minnesota State Arts Board

Chair Pelowski moved to amend HF456 (see attached H0456DE1 amendment).

Chair Pelowski withdrew the H0456DE1 amendment.

HF456 was laid over.

Chair Pelowski moved that HF312 (Seifert) be recommended to pass and re-referred to the Committee on Finance.

Representative Seifert presented HF312 (Seifert), a bill for an act relating to state government; requiring state conferences to be conducted electronically to the extent possible; etc.

Chair Pelowski moved to amend HF312. (See attached amendment H0312A1).

Chair Pelowski incorporated a technical amendment to Amendment H0312A1 as follows:

Page 1, line 5, delete "administration" and insert "finance"

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Chair Pelowski moved to amend HF312, as amended, as follows:

Page 1, line 3, delete "possible" and insert "practical"

Page 1, line 7, delete "possible" and insert "practical"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Pelowski renewed the motion that HF312, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Winkler moved that HF20 be recommended to pass and re-referred to the Committee on Finance.

Representative Winkler presented HF20 (Winkler), a bill for an act relating to state government; requiring a Web site with a searchable database of state expenditures; etc.

Representative Winkler renewed the motion that HF20 be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Kalin moved that HF1018 be recommended to pass and re-referred to the Committee on Finance.

Representative Kalin presented HF1018 (Kalin), a bill for an act relating to state government; specifying the purpose of public Web sites; requiring state agencies to include contact information on Web sites; etc.

Representative Kalin moved to amend HF1018 (see attached H1018A1).

Representative Kalin incorporated an amendment to Amendment H1018A1, as follows:

Page 1, line 15, after "being" insert "to the greatest extent possible"

Mark Shepard, House Research, explained the amendment.

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Representative Kalin renewed the motion that HF1018, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

As of February 26, 2009, the following bills are hereby referred to the Division on Local Government:

HF764 (Hosch) Notice and public hearing required before adoption of interim
ordinance.
HF929 (Ruud) Authorizing the city of Minnetonka to establish street improve-
ment districts.
HF940 (Zellers) Hennepin County; modifying personnel rules and procedures.
HF956 (Hornstein) Authorizing municipalities to establish street improvement
districts.
HF1022 (Anzelc) Local governments allowed to provide health coverage for
employees through negotiated contributions.
SF104 (Kelly) Cannon Falls; authorizing the city to use a design-build process to
award contracts.
HF1035 (Hosch) Greenhouse gas emissions reduced, land use planning required.

The meeting was adjourned at 10:01 A.M.
