MINUTES
Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Thursday, March 5, 2009, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Representative Poppe moved that the minutes of March 4, 2009, be approved. THE MOTION PREVAILED.
The Speaker referred to the State and Local Government Operations, Reform, Technology, and Elections Committee the following appointment:
Campaign Finance and Public Disclosure Board: John J. Scanlon
Chair Pelowski moved the appointment of John J. Scanlon to the Campaign Finance and Public Disclosure Board.
Testimony:
Gary Goldsmith, Executive Director, Campaign Finance and Public Disclosure Board
The committee recommended that the appointment be confirmed. THE MOTION PREVAILED.
Representative Hilty moved adoption of the Local Government Division Report to
HF729. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.
Representative Poppe moved that HF729 be recommended to pass and placed on the General Register.

Representative Poppe presented HF729 (Poppe), a bill for an act relating to elections; changing certain requirements for town elections; etc.
Testimony on HF729:
Kent Sulem, General Counsel, Minnesota Association of Townships
Representative Poppe renewed the motion that HF729 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
