MINUTES
Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Wednesday, March 11, 2009, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of March 5th and March 10th, 2009, be approved. THE MOTION PREVAILED.
Representative Lanning moved that HF1195, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Finance.
Represenative Lanning moved to amend HF1195, First Committee Engrossment, as follows (see attached
H1195A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Lanning presented HF1195 (Lanning), First Committee Engrossment, as amended, a bill for an act relating to local government; providing mandate relief, establishing the Legislative Commission on Mandate Reform; abolishing levy limits; etc.

Representative Marquart moved that HF1201, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Taxes.
Representative Marquart moved to amend HF1201, First Committee Engrossment (see attached
H1201A5). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Marquart presented HF1201 (Marquart), First Committee Engrossment, as amended, a bill for an act relating to local government; creating the Council on Local Results and Innovation; encouraging local governments to develop performance measurement programs; etc.

Chair Pelowski moved that HF1261 be recommended to pass and re-referred to the Committee on Taxes.
Chair Pelowski moved to amend HF1261 (see attached
H1261A1).
Chair Pelowski moved to incorporate an amendment to Amendment H1261A1, as follows:
Page 1, line 3 delete "2" and insert "3"
Page 1, line 3, delete "13" and insert "16"
THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.
Chair Pelowski renewed the motion to amend HF1261 (see attached H1261A1, as amended).
THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
Representative Dittrich presented HF1261, as amended, a bill for an act relating to taxation; providing for state property tax system benchmarks, critical indicators, and principles; establishing a property tax working group; etc.
