MINUTES
Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Wednesday, March 18, 2009, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of March 17, 2009, be approved. THE MOTION PREVAILED.
Representative Buesgens moved adoption of the Local Government Division report for HF14. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.
Chair Pelowski moved that SF41 be recommended to pass and placed on the General Register.
Representative Hamilton presented SF41/HF14 (Hamilton), a bill for an act relating to Jackson County; providing a process for making office of county auditor-treasurer appointive.

Chair Pelowski renewed the motion that SF41 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Representative Winkler moved that HF7 be recommended to pass and re-referred to the Committee on Public Safety Policy and Oversight.

Representative Winkler moved to amend HF7 (see attached
H0007DE1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Winkler presented HF7 (Winkler), as amended, a bill for an act relating to state government; clarifying and strengthening laws prohibiting misuse of state funds; etc.

Jim Nobles, Legislative Auditor, Minnesota Office of the Legislative Auditor
Representative Hilty moved to amend HF7, as amended, as follows:
Page 2, line 8, reinstate "or fees collected"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Winkler renewed the motion that HF7, as amended, be recommended to pass and re-referred to the Committee on Public Safety Policy and Oversight. THE MOTION PREVAILED.
