MINUTES


Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Wednesday, April 1, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of March 31, 2009, be approved. THE MOTION PREVAILED.

Representative Nelson moved adoption of the Local Government Division Report for HF17. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Nelson moved that HF17 be recommended to pass and re-referred to the Committee on Taxes.

Representative Sertich presented HF17 (Sertich), a bill for an act relating to local government; authorizing the Central Iron Range Sanitary Sewer District.

Representative Nelson renewed the motion that HF17 be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Representative Morrow moved that SF275 be recommended to pass and placed on the General Register.

Representative Morrow presented SF275 (Morrow), a bill for an act relating to natural resources; renaming the Minnesota River Basin Joint Powers Board; clarifying the duties and membership of board.

Representative Morrow renewed the motion that SF275 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Representative Hilty moved that HF1744 be recommended to pass and re-referred to the Committee on Finance with a recommended re-referral to the State Government Finance Division.

Representative Hilty moved to amend HF1744 as follows:

Page 2, line 24, after "measures" insert "if applicable"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hilty presented HF1744 (Hilty), as amended, a bill for an act relating to government operations; creating technology accessibility standards for the state; authorizing rulemaking; establishing the advisory committee for technology standards for accessibility and usability; requiring a report; etc.

Representative Hilty renewed the motion that HF1744, as amended, be recommended to pass and re-referred to the Committee on Finance with a recommended re-referral to the State Government Finance Division. THE MOTION PREVAILED.

Chair Pelowski moved that HF1218 be recommended to pass and re-referred to the Committee on Finance.

Chair Pelowski moved to amend HF1218 (see attached H1218A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lillie presented HF1218 (Lillie), as amended, a bill for an act relating to state government; ratifying state labor contracts.

Representative Nelson moved adoption of the Local Government Division Report for HF1849, First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Nelson moved that HF1849, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Finance.

Representative Nelson moved to amend HF1849, First Committee Engrossment (see attached H1849A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Nelson presented HF1849 (Nelson), First Committee Engrossment, as amended, a bill for an act relating to local government; removing, extending, or modifying certain mandates upon local governmental units; etc.

Representative Nelson renewed the motion that HF1849, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Chair Pelowski moved that HF1268 be recommended to pass and re-referred to the Committee on Civil Justice.

Representative Paymar presented HF1268 (Paymar), a bill for an act relating to state government; authorizing use of state space for employee fitness and wellness activities; authorizing rulemaking; etc.

Chair Pelowski renewed the motion that HF1268 be recommended to pass and re-referred to the Committee on Civil Justice. THE MOTION PREVAILED.

The meeting was adjourned at 10:06 A.M.
