MINUTES
Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Thursday, February 19, 2009, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of February 18, 2009, be approved. THE MOTION PREVAILED.
Chair Pelowski moved that HF222 (Slawik) be recommended to pass and placed on the General Register.
Chair Pelowski moved to amend HF222. (See attached
H0222A2 amendment.) THE MOTION PREVAILED.
Representative Slawik presented HF222 (Slawik), as amended, a bill for an act relating to elections; allowing certain persons access to multiple unit residences for certain campaign and election purposes; etc
Testifying on HF222, as amended:

Representative Kalin moved to amend HF222, as amended, as follows:
Pg 1, line 19, after "nursing home" insert "or assisted living facility"

Matt Gehring, House Research, explained the proposed amendment.

A vote was taken on the Kalin amendment. THE MOTION FAILED.
HF222, as amended, was laid over by Chair Pelowski.
Chair Pelowski moved that HF255 be recommended to pass and placed on the General Register.
Chair Pelowski moved to amend HF255 (see attached
H0255A3 amendment.) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Slawik presented HF255 (Slawik), as amended, a bill for an act relating to elections; prohibiting use of deceptive names of candidates, political committees, and political funds; etc.
Testifying on HF255, as amended:

Chair Pelowski renewed the motion that HF255, as amended, be recommended to pass and placed on the General Register.
Representative Gottwalt requested a roll call vote on the motion.
Voting aye: Pelowski, Simon and Winkler
Voting nay: Anderson, P.; Buesgens, Gottwalt, Hornstein, Kahn, Kalin, Kiffmeyer, Lanning, Marquart, Morrow, Nelson, Poppe, Sanders and Sterner.
There were 3 ayes and 14 nays, THE MOTION FAILED.
Chair Pelowski moved that HF300 be recommended to pass and placed on the General Register.
Representative Davnie presented HF300 (Davnie), a bill for an act relating to elections; applying certain privileges to major political party caucuses held in cities of the first class during odd-numbered years; etc.
Chair Pelowski moved to amend HF300. (See attached
H0300DE1 amendment).
Representative Davnie offered the following oral amendment to the H0300DE1 amendment, as follows:
Page 1, line 22, delete "within a"
Page 1, line 23, delete "city of the first class"
Page 1, line 23, delete "mayor" and insert "governor"
Page 1, line 24, delete "mayoral" and "in that city"
Matt Gehring, House Research, explained the oral amendment to H0300DE1.
Chair Pelowski moved to incorporate the oral amendment to the H0300DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Chair Pelowski renewed the motion to amend HF300. (See attached amendment H0300DE1, as amended). THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
HF300, as amended, was laid over by Chair Pelowski.

Chair Pelowski moved that HF322 be recommended to pass and re-referred to the Committee on Finance.
Representative Nornes presented HF322 (Nornes), a bill for an act relating to education finance; increasing the number of signatures necessary to require an election to revoke an operating referendum; etc.

Chair Pelowski renewed the motion that HF322 be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.
