MINUTES


Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Wednesday, March 17, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Nelson moved adoption of the Local Government Division Report for HF3292, First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chairman Pelowski moved that HF3392, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Finance.

Representative Bunn presented HF3392 (Bunn), First Committee Engrossment, a bill for an act relating to youth development; authorizing municipalities to raise and spend money on 4-H; requiring a University of Minnesota Extension Service policy; etc.

Testifying on HF3392, First Committee Engrossment:

Chairman Pelowski renewed the motion that HF3292, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Chairman Pelowski moved that HF3287 be recommended to pass and sent to the General Register.

Chairman Pelowski moved to amend HF3287 (see attached H3287DE2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Haws presented HF3287 (Haws), as amended, a bill for an act relating to state government; prohibiting state employees, constitutional officers, and members of the legislature from using public funds to pay for the use of lodging, training, and meeting facilities that make pornographic images available to their patrons; etc.

Chairman Pelowski moved to amend HF3184 (see attached A10-2365). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sterner moved to amend HF3184, as amended (see attached A10-2383). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Champion presented HF3184, as amended, a bill for an act relating to state government; creating employment guidance for using bond proceeds; etc.

Representative Marquart moved that HF2894 be recommended to pass and re-referred to the Committee on Finance.

Representative Marquart presented HF2894 (Marquart), a bill for an act relating to natural resources; increasing watershed district borrowing authority; etc.

Representative Marquart renewed the motion that HF2894 be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Nelson moved adoption of the Local Government Division report for HF3327. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chairman Pelowski moved that HF3327 be recommended to pass and sent to the General Register.

Representative Koenen presented HF3327 (Koenen), a bill for an act relating to city and county employees; exempting employees of a city-owned or county-owned hospital from certain reporting requirements; etc.

Representative Kahn moved to amend HF3327 as follows:

Delete everything after the enacting clause and insert:

"Section 1. REPEALER.
Minnesota Statutes 2008, section 471.701 is repealed."

Amend the title accordingly.

THE MOTION FAILED.

Chairman Pelowski renewed the motion that HF3327 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Representative Nelson moved adoption of the Local Government Division report for HF3350. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Chairman Pelowski moved that HF3350 be recommended to pass and sent to the General Register.

Chairman Pelowski moved to amend HF3350 (see attached H3350A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Smith presented HF3350 (Smith), as amended, a bill for an act relating to local government; prohibiting city employees from serving on the city council; etc.

Chairman Pelowski renewed the motion that HF3350, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Representative Nelson moved adoption of the Local Government Division report for HF3591, First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISON REPORT WAS ADOPTED.

Representative Hornstein moved that HF3591, First Committee Engrossment, be recommended to pass and sent to the General Register.

Representative Hornstein moved to amend HF3591, First Committee Engrossment (see attached H3591A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hornstein presented HF3591 (Hornstein), First Committee Engrossment, as amended, a bill for an act relating to local government; authorizing the city of Minneapolis to adopt a resolution to define the annual duration of operation of mobile food units.

Representative Hornstein renewed the motion that HF3591, First Committee Engrossment, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Representative Nelson presented HF3359 (Nelson), First Committee Engrossment, a bill for an act relating to local government; authorizing Hennepin County to purchase energy under forward pricing mechanisms; etc.
