MINUTES
Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Thursday April 2, 2009, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of April 1, 2009, be approved. THE MOTION PREVAILED.
Representative Simon moved that HF512 be recommended to pass and placed on the General Register.
Representative Simon presented HF512 (Simon), a bill for an act relating to elections; enacting the Agreement Among the States to Elect the President by National Popular Vote; etc.

Representative Simon renewed the motion that HF512 be recommended to pass and placed on the General Register.
The Chair was in doubt and requested a show of hands. There were 8 ayes and 8 nays. THE MOTION FAILED.
Chair Pelowski moved that HF1373, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Finance.

Chair Pelowski moved to amend HF1373, First Committee Engrossment (see attached
H1373DE1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Gardner presented HF1373 (Gardner) First Committee Engrossment, as
amended, a bill for an act relating to transportation; creating Minnesota Council on Transportation Access to improve availability and coordination of services to the transit
public; requiring a report; etc.
Chair Pelowski renewed the motion that HF1373 First Committee Engrossment, as
amended, be re-referred to the Committee on Finance. THE MOTION PREVAILED.
Representative Hilty moved that HF1137 be recommended to pass and re-referred to the Committee on Finance.
Representative Hilty moved to amend HF1137 (see attached
H1137A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Hilty presented HF1137 (Hilty), as amended, a bill for an act relating to
elections; changing certain provisions governing ballot validity and recounts; imposing a penalty; etc.

Representative Hilty moved to amend HF1137, as amended, as follows:

Representative Hilty renewed the motion that HF1137, as amended, be recommended to
pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.
Continuation of HF222 (Slawik), as amended . (See attached
H0222A2 adopted on
February 19, 2009.)
Chair Pelowski moved that HF222, as amended, be recommended to pass and placed on
the General Register.
Representative Slawik presented HF222 (Slawik), as amended, a bill for an act relating to elections; allowing certain persons access to multiple unit residences for certain
campaign and election purposes; etc.
HF222, as amended, was laid over.
Representative Winkler moved that HF1882 be recommended to pass and re-referred to
the Committee on Rules.
Representative Winkler moved to amend HF1882 (see attached
H1882A2). THE
MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Winkler presented HF1882 (Winkler), as amended, a bill for an act
relating to the legislature; modifying the definition of a legislative day; etc.

Representative Winkler renewed the motion that HF1882, as amended, be recommended
to pass and re-referred to the Committee on Rules. THE MOTION PREVAILED.
Chair Pelowski moved that HF1820 be recommended to pass and placed on the General Register.
Representative Rosenthal presented HF1820 (Rosenthal), a bill for an act relating to state government; extending the exemption from alcohol and controlled substances testing; etc.

Chair Pelowski renewed the motion that HF1820 be recommended to pass and placed on

Representative Nelson moved adoption of the Local Government Division Report for
HF424, First Committee Engrossment. THE MOTION PREVAILED AND THE
DIVISION REPORT WAS ADOPTED.
Chair Pelowski moved that HF424, First Committee Engrossment, be recommended to
pass and re-referred to the Committee on Finance.
Representative Hansen presented HF424, First Committee Engrossment (Hansen), a bill
for an act relating to natural resources; modifying the Critical Areas Act of l973; requiring rulemaking; etc.
