MINUTES
Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Thursday, February 18, 2010, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of February 17, 2010, be approved. THE MOTION PREVAILED.
Chairman Pelowski moved that HF2577 be recommended to pass and re-referred to the Committee on Finance.
Representative Carlson presented HF2577 (Carlson), a bill for an act proposing an amendment to the Minnesota Constitution, article IV, section 12; adding a provision to allow legislators to call a special session.

Chairman Pelowski renewed the motion that HF2577 be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.
Representative Kahn moved that HF296 be recommended to pass and re-referred to the Committee on Finance.
Representative Kahn presented HF296 (Kahn), a bill for an act relating to state government; proposing an amendment to the Minnesota Constitution, article V, sections 1, 2, 5; abolishing the office of lieutenant governor.

Representative Kahn moved to amend HF296 (see attached
H0296A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Testifying on HF296, as amended:

Representative Kahn renewed the motion that HF296, as amended, be recommended to pass and re-referred to the Committee on Finance.
The Chair was in doubt and requested a show of hands. There were 7 ayes and 9 nays. THE MOTION FAILED.
Chairman Pelowski moved that HF365 be recommended to pass and re-referred to the Committee on Finance.
Representative Morgan presented HF365 (Morgan), a bill for an act relating to state government; proposing a constitutional amendment to change the method for amending the Minnesota Constitution.
Chairman Pelowski renewed the motion that HF365 be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.
The meeting was adjourned at 9:48 A.M.
