MINUTES
Representative Carlos Mariani, Chair of the K-12 Education Policy & Oversight Committee, called the tenth meeting to order at 8:35 AM on Thursday, February 5, 2009 in the basement hearing room of the State Office Building.

Rep. Faust moved that the minutes of February 4, 2009 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.
HF322 (Nornes) - A bill for an act relating to education finance; increasing the number of signatures necessary to require an election to revoke an operating referendum; amending Minnesota Statutes 2008, section 126C.17, subdivision 9.
Rep. Nornes moved that HF322 be recommended to pass and re-referred to the committee on State and Local Government Operations Reform, Technology and Elections.

HF320 (Dettmer) – A bill for an act relating to education; allowing school districts to pay t he costs of conducting a criminal history background check on an employee, contractor, or volunteer; amending Minnesota Statutes 2008, section 123B.03, subdivision 1.
Chair Mariani moved that HF320 be recommended to pass and re-referred to the committee on Finance, with a recommended re-referral to the K-12 Finance Division.
Rep. Dettmer presented HF320.

HF195 (Norton) – A bill for an act relating to education; modifying the Labor Day school start provision for two years.
Rep. Norton moved that HF195 be recommended to pass and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

HF194 (Norton) – A bill for an act relating to education; repealing the Labor Day school start provisions; repealing Minnesota Statutes 2008, section 120A.40.
Rep. Norton moved that HF194 be recommended to pass, and re-referred to the Committee on Finance, with a recommended re-referral to the Higher Education and Workforce Development Division.
Rep. Norton presented HF194.
Due to time constraints, no testimony was allowed, although the Chair noted the supporters and opponents of this bill as those who testified for and against HF195.
