MINUTES


Representative Carol McFarlane, lead minority member of the K-12 Education Policy & Oversight Committee, unofficially called the eleventh meeting to order at 8:32 AM on Tuesday, February 10, 2009 in the basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

Assistant Commissioner Karen Klinzing, Minnesota Department of Education, and Mr. John Melick, Director of Educator Licensing, Minnesota Department of Education, presented the Governor’s College of Education Reforms Proposal.

Chair McFarlane officially called the meeting to order at 8:45 AM. A Quorum was present.

Rep. Brynaert moved that the minutes of February 5, 2009 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Questions and discussion of the Governor’s proposal followed.

Dr. Michael Miller, Dean of the College of Education, Minnesota State University, Mankato, and Dr. Maureen Prenn, Minnesota State University, Mankato, testified on the Governor’s College of Education Reforms Proposal.

Questions and discussion followed.

Dr. Misty Sato, College of Education and Human Development (CE+HD), University of Minnesota, presented on research on teacher development, with regard to the Governor’s College of Education Reform Proposal.

"Induction Matters: Enhancing Student Learning Through Educator Induction"

Mr. Peter Hutchinson, President of the Bush Foundation, presented on the foundation’s reaction to the Governor’s College of Education Reform Proposal.
Questions and discussion followed.

Ms. Jan Alswager, Education Minnesota, presented Education Minnesota’s response to the Governor’s College of Educatoin Reform Proposal.

The meeting was adjourned at 10:02 AM.
