MINUTES
Representative Jim Davnie, Member of the K-12 Education Policy & Oversight Committee, unofficially called the forty-fifth meeting to order at 8:35 AM on Thursday, February 25, 2010 in the Basement hearing room of the State Office Building.

Chair Davnie explained the agenda for the day.
Chair Davnie officially called the meeting to order at 8:37 AM. A quorum was present.
Rep. Faust moved that the minutes of February 24, 2010 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.
HF 3093 (Mariani)—A bill for an act relating to education; establishing an alternative teacher preparation program and limited-term teacher license; proposing coding for new law in Minnesota Statutes, chapter 122A.
HF 3074 (Slocum)—A bill for an act relating to education; allowing the Board of Teaching to approve innovative, research-based teacher preparation and licensure programs; amending Minnesota Statutes 2009 Supplement, section 122A.09, subdivision 4; repealing Minnesota Statutes 2008, section 122A.24.
Rep. Mariani and Rep. Slocum presented the broad ideas of alternative teacher licensure.

Questions and discussion followed.
Ms. Karen Balmer, Executive Director, Minnesota Board of Teaching, answered questions posed by members regarding alternative teacher licensure.
Chair Davnie moved that HF 3074 be recommended to pass, and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.
Rep. Mariani moved that HF 3093 be recommended to pass, and placed on the General Register.
Rep. Mariani moved the following oral amendment:
Page 1, line 15, after "board-approved" insert "alternative"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Mariani renewed his motion that HF 3093, as amended, be recommended to pass and referred to the General Register. THE MOTION PREVAILED.
