Representative Paul Thissen, Chair of the Health Care and Human Services Policy and Oversight Committee, called the meeting to order at 2:47 P.M. on Tuesday, March 17, 2009 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Kelly moved that the minutes of March 11, 2009 and March 12, 2009 be adopted.

HF984 (Norton) Medical assistance coverage of primary care health care providers performing primary caries prevention services as part of the child and teen checkup program authorized

Representative Norton moved that HF984 be recommended to pass and re-referred to the Committee on Finance.

Representative Huntley moved to amend HF1140 as follows:

Representative Huntley renewed his motion that HF1140, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

HF1454 (Huntley) Uniform formulary exception document development required

Representative Huntley moved that HF1454 be recommended to pass and re-referred to the Committee on Finance.

Representative Norton moved to amend HF1454 as follows:

Page 1, line 15, delete "2010" and insert "2011"

Representative Norton withdrew her amendment.

Representative Gottwalt moved to amend HF1454 as follows:

Page 1, line 15, delete "January 1, 2010" and insert "July 1, 2009"

Page 1, after line 17, insert:

"[Effective date.] The amendment to section 62J.497, subdivision 4, adding clause (2), is effective January 1, 2011."

THE AMENDMENT WAS ADOPTED.

Representative Huntley renewed his motion that HF1454, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

HF1567 (Huntley) Electronic prescription drug program technical changes made

Representative Huntley moved that HF1567 be recommended to pass and re-referred to the General Register.

Representative Liebling assumed the gavel at 4:43 P.M.

Representative Huntley moved the A09-0139 amendment. THE AMENDMENT WAS ADOPTED.

Representative Liebling moved that HF1341 be recommended to pass and re-referred to the Committee on Civil Justice.

Representative Thissen moved the A09-0145 amendment. THE AMENDMENT WAS ADOPTED.

Representative Emmer moved to amend HF1341, as amended, as follows:

Page 2, line 35, strike the "period" and insert "and the parents or legal guardians must provide a written acknowledgment of their informed consent to the testing."

Page 4, strike Section 8.

Representative Emmer requested a roll call on the amendment.

The Chair ruled Representative Emmer out of order.

Representative Brod requested a roll call vote on the ruling of the Chair. The results were as follows:
