MINUTES


Representative Mahoney, Chair of the Bioscience and Workforce Development Policy and Oversight Division called the twenty-ninth meeting to order at 10:40 A.M. on March 2, 2010 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Mahoney welcomed the Burnsville High School Government Class.

Representative Mahoney explained the Committee would be hearing bills from the Small Business Caucus and turned the gavel over to Representative Dittrich Co-Chair of the Small Business Caucus.

Representative Dittrich welcomed Champlin Park High School 9th Graders.

Representative Mahoney and Representative Sterner presented H.F. 3205, a bill

creating a preference for community banks and credit unions for the state’s general revenue
account

Representative Hortman presented H.F. 3079, a bill

providing for certain permitting efficiency; modifying environmental review provision

Representative Davnie presented H.F. 2750, a bill

providing an investment tax credit

extending research credit to individual income taxes

Representative Dittrich welcomed the High School Pages.

Representative Rosenthal presented H.F. 3271, a bill

relating to taxation; extending the research credit to individual income tax

Representative Downey presented a bill that has not been introduced. A bill

relating to fasttrack

Representative Mahoney resumed the Chair.

Representative Obermuller moved H.F. 2839 be recommended to pass and re-referred to the Higher Education and Workforce Development Finance and Policy Division.

Representative Bunn presented H.F. 2839, a bill

authorizing the development of a virtual assistance network for Minnesota entrepreneurs

Representative Obermueller renewed his motion that H.F. 2839 be recommended to pass and re-referred to the Higher Education and Workforce Development Finance and Policy Division
MOTION PREVAILED.

Representative Norton moved H.F.2849 be recommended to pass and re-referred to the Higher Education and Workforce Development Finance and Policy Division.

Representative Norton presented H.F. 2849, a bill

providing for a comparative study of state laws affecting small business start-ups in
Minnesota and Wisconsin

Representative Norton renewed her motion that H.F. 2849 be recommended to pass and re-referred to the Higher Education and Workforce Development Finance and Policy Division.
MOTION PREVAILED.

Representative Poppe moved approval of the Minutes from the February 24, 2010 meeting.
Minutes are approved.

The Committee was adjourned at 11:55 a.m.
