MINUTES
Representative Debra Hilstrom, Chair of the Public Safety Policy & Oversight Committee, started the fifth meeting and the Joint Hearing of the House Public Safety Policy & Oversight Committee and the Public Safety Finance Committee, at 1:00 pm on Tuesday, January 27, 2009 in Room 10 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present at 1:02 and the meeting was officially called to order.
Thomas Pertler, Carlton County Attorney and Chair of the Controlled Substances Working Group, provided a presentation on the report on the Controlled Substances Working Group, and took questions from committee members.
Anne Wall, Research Analyst, Minnesota Sentencing Guidelines, provided an overview of bed impacts based on the working group report, and took questions from the committee.
The following individuals testified on the Controlled Substances Working Group Report, and took questions from the committee:
Mike Freeman, Hennepin County Attorney
John Stuart, State Public Defender
Brockton Hunter, Minnesota Association of Criminal Defense Lawyers
David Crist, Minnesota Department of Corrections
Chair Olin assumed the gavel at 1:58pm.
Chair Hilstrom assumed the gavel at 2:00pm.
Rep. Lesch moved that the minutes of January 20, 2009 and January 22, 2009 be adopted for the Public Safety Policy & Oversight committee.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.
Chair Hilstrom announced that the following bills have been referred by memo to the Crime Victims/ Criminal Records Division:
