MINUTES
Representative Karla Bigham, Vice- Chair of the Public Safety Policy & Oversight Committee, called to order the sixth meeting of the House Public Safety Policy & Oversight Committee at 1:03 pm on Thursday, January 29, 2009 in Room 10 of the State Office Building, a quorum was present.
The Committee Legislative Assistant noted the roll.

Vice-Chair Bigham called for a motion to approve the minutes of January 27, 2009.
Rep. Kath moved that the minutes of 27, 2009 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.
HF85 (Juhnke): Mounting global positioning systems on windshields authorized.
Vice-Chair Bigham moved that HF85 be recommended to pass and be re-referred to the Transportation Finance & Policy Division.
Rep. Juhnke presented HF85 and took questions from committee members.
Rep. Cornish offered the following oral amendment to HF85:
Page 1 line 13: insert "most portion" after "bottom"
Rep. Juhnke accepted the amendment change.
Rep. Cornish moved to amend HF85 as follows:

Vice-Chair Bigham renewed her motion that HF85 be recommended to pass as amended, and be re-referred to the Transportation Finance & Policy Division.
THE MOTION PREVAILED AND THE BILL WAS PASSED.
HF145 (Hilstrom) Methamphetamine precursor drug logs maintained by retailers retention time period specified and inspection of logs provided to be open to law enforcement.
HF70 (Mullery) Pharmacies required to provide certain drug purchase information to law enforcement.
Minnesota Department of Corrections Performance Report
Rep. Hilstrom moved that HF145 be laid over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.
Rep. Mullery moved that HF70 be laid over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.
Rep. Hilstrom and Rep. Mullery presented HF145 and HF70, respectively, and took questions from the committee members.
Bob Bushman, Statewide Gang & Drug Coordinator, Minnesota Department of Public Safety, testified on HF145 and HF70 and took questions from the committee members.
Rep. Mullery offered two oral amendments to HF70, and took questions from the committee members.
Rep. Mullery moved to orally amend HF70 as follows:
Page 3 line 3: after "(e)," strike "(f), or"

Rep. Mullery moved to orally amend HF70, as amended, as follows:
Page 2 line 25: after "keep" strike "a" and insert "the above said written or electronic document"
Page 2, line 26, delete ", including the name of the buyer and the amount sold,"
THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.
Rep. Hilstrom renewed her motion that HF145 be laid over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.
Rep. Mullery renewed his motion that HF70 be laid over as amended, for possible inclusion in the Public Safety Policy & Oversight omnibus bill.
Vice-Chair Bigham laid HF75 and HF145 over for possible inclusion in the omnibus bill.
Chair Hilstrom assumed the gavel at 1:26pm.
Gary Karger, House Fiscal Staff, provided a brief background on the Department of Corrections Performance Report, and outlined its measurement tools.
The following individuals provided an overview of the 2008 Department of Corrections Performance Report, and took questions from the committee members.
Chris Bray, Deputy Commissioner for Community Services, Minnesota Department of Corrections
Gary Johnson, Director of Re-Entry Services, Minnesota Department of Corrections
Lisa Cornelius, Support Services Coordinator, Minnesota Department of Corrections
Chair Hilstrom announced that the overview of the 2008 Department of Corrections Performance Report would be continued at the next hearing on Tuesday, February 3, 2009.
The meeting was adjourned at 2:25pm.
