MINUTES
Debra Hilstrom, Chair of the Public Safety Policy & Oversight Committee, started the fifteenth meeting of the House Public Safety Policy & Oversight Committee at 1:01 pm on Tuesday, March 3, 2009 in Room 10 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Crime Victims/ Criminal Records Division Report
Rep. Lesch presented the division report from the Crime Victims/ Criminal Records Division on HF116 (Ward) and took questions from the committee.
A quorum was present at 1:04 and the meeting was officially called to order.
Rep. Lesch moved that the Crime Victims/ Criminal Records Division Report be adopted.
THE MOTION PREVAILED AND THE REPORT WAS ADOPTED.
HF116 (Ward): Type III school bus driver qualifications modified.
Rep. Lesch moved that HF116 be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the K-12 Education Finance Division.
Rep. Ward presented HF116 and took questions from the committee.
Rep. Lesch renewed his motion that HF116 be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the K-12 Education Finance Division.

HF980 (Lieder): Peace office eligibility requirements based on military experience modified.
Rep. Olin moved that HF980 be recommended to pass and be re-referred to the Committee on Agriculture, Rural Economies and Veterans Affairs.
Rep. Lieder presented HF980 and took questions from the committee.
Rep. Olin renewed his motion that HF980 be recommended to pass and be re-referred to the Committee on Agriculture, Rural Economies and Veterans Affairs.
THE MOTION PREVAILED AND THE BILL WAS PASSED.
HF180 (Paymar): Heads of law enforcement agencies penalty established for those who allow nonlicensed employees and peace officer agents to carry firearms.
Rep. Paymar moved that HF180 be laid over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.
Rep. Paymar moved to amend HF180 (see

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF622 (Welti): Local law enforcement agency grant established to develop or expand lifesaver programs that locate lost or wandering persons who are mentally impaired, task force authorized, and money appropriated.
Chair Hilstrom moved that HF622 be recommended to pass and be re-referred to the Committee on State and Local Government Operations, Reform, Technology & Elections.
Rep. Welti presented HF622, and offered the A09-066 amendment.

HF600 (Kalin): controlled substance offense minimum fine disbursement authorized to juvenile substance abuse court programs.

Chair Hilstrom called for a motion to approve the minutes of February 26, 2009.
Rep. Lesch moved to approve the minutes of February 26, 2009.

Chair Hilstrom announced that the committee would be touring the Shakopee Prison on Friday, March 6, 2009.
