MINUTES
Debra Hilstrom, Chair of the Public Safety Policy & Oversight Committee, called to order the thirty-fifth meeting of the House Public Safety Policy & Oversight Committee at 1:02 pm on Tuesday, March 16, 2010 in room 10 of the of the State Office Building, a quorum was present.
The Committee Legislative Assistant noted the roll.

Informational hearing on Emily’s Law legislation (HF317)
Chair Hilstrom directed the committee to refer to the
H0317DE1 for testimony and questions.
Rep. Nornes presented the HF317DE1 amendment and took questions from the committee.
Lynn Johnson, resident of Fergus Falls, testified on behalf of HF317 and the H0317DE1.
The following individuals testified in opposition to HF317 and the H0317DE1 amendment, and took questions from the committee:

Chair Hilstrom called for a motion to adopt the minutes of March 11, 2010.
Vice-Chair Bigham moved to adopt the minutes of March 11, 2010.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.
HF3634 First Engrossment (Kulick Jackson): License revocation and license denial required for any health-related licensed professional convicted of a felony-level criminal sexual conduct offense.
Rep. Kulick Jackson moved that HF3634 En. 1 be recommended to pass and be placed on the General Register.
Rep. Kulick Jackson moved to amend HF3634 En. 1 (see
H3634A1).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Rep. Kulick Jackson presented HF3634 En. 1 as amended.
Cort Holten, Minnesota Chiropractors Association, testified on behalf of HF3634 En. 1 as amended and took questions from the committee.
Rep. Kulick Jackson renewed her motion that HF3634 En. 1 as amended, be recommended to pass and be placed on the General Register.
THE MOTION PREVAILED AND THE BILL WAS PASSED.
HF3650 (Rosenthal): Government and peace officer unit authority granted to take into custody and impound vehicles in certain circumstances.
Rep. Rosenthal moved that HF3650 be recommended to pass and be re-referred to the Transportation and Transit Policy & Oversight Division.

A10-2369).
