MINUTES

Debra Hilstrom, Chair of the Public Safety Policy & Oversight Committee, called to order the twenty-second meeting of the House Public Safety Policy & Oversight Committee at 1:11 pm on Thursday, March 24, 2009 in Room 10 of the of the State Office Building, a quorum was present.

The Committee Legislative Assistant noted the roll.

After discussion among members, Chair Hilstrom ruled that the oral amendment was substantive and therefore did not meet the 24-hour rule for amendments.

Rep. Cornish withdrew his oral amendment.

Rep. Drazkowski requested a roll call on HF292 En. 2.

Dennis Flaherty, Executive Director of the Minnesota Police & Peace Officers Association, testified in support of HF1791 and took questions from the committee.

Chair Hilstrom resumed and called to order the twenty second meeting of the Public Safety Policy & Oversight Committee, 620pm on Thursday, March 24, 2009 in Room 400 North of the of the State Office Building.

HF1405 (Hilstrom): Tax data disclosed to law enforcement authorities.

Chair Hilstrom moved that HF1405 be recommended to pass and be re-referred to the Committee on Taxes.

Chair Hilstrom presented HF1405 and took questions from the committee.

Rick Walzer, Minnesota Department of Revenue, testified on behalf of HF1405 and took questions from the committee.

Chair Hilstrom moved to amend HF1405 (see A09-0214).

Mark Thompson, Hennepin County District Court Administrator, testified on behalf of HF1397 and took questions from the committee.

HF1505 (Paymar): Sex trafficking criminal penalties increased, and crime of violence definition extended to include sex trafficking.

Rep. Paymar moved that HF1505 be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Committee on Public Safety Finance.

Rep. Paymar moved to amend HF1505 (see H1505A4).

HF1768 (Lesch): Sex trafficking criminal penalties increased, victim housing and support services provided, technical training for judges, prosecutors, and law enforcement provided, public awareness increased, Minnesota family investment program eligibility and waiver provisions addressed, money appropriated.

Rep. Lesch moved that HF1768 recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Committee on Public Safety Finance.
