MINUTES
Representative Westrom, Chair of the Civil Law Committee, called the meeting to order at 12:37 P.M. on Wednesday, January 19, 2011, in Room 10 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Vice-Chair Drazkowski moved to approve that the minutes of January 10, 2011 be adopted. THE MOTION PREVAILED.
Chair Westrom announced the Civil Law Committee Rules will be drafted and distributed by the next committee meeting.
Presentation by Laurie Beyer-Kropuenske, Director of Information Policy Analysis Division (Department of Administration) on data practices and took questions from the committee.
Chair Westrom requested that members notify John Reynolds, Committee Administrator, if interested in participating on a data practices subcommittee.
Representative Dill testified on H.F. 32. Representative Dill called invited Betsy Hayes, Materials Management, in addition to, David Agren, Risk Management from the Department of Administration to present and take questions from the committee.
Chair Westrom moved to hear additional testifiers.

Vice-Chair Drazkowski assumed gavel at 1:22 P.M.
Testifier, Beverly Turner, continued testimony and took questions from the committee.
Vice-Chair Drazkowski calls next testifiers to address and take questions of the committee.

Chair Westrom reassumed gavel at 2:02 P.M.
Chair Westrom closes floor debate and moves to hold the bill over for a later date.
Chair Westrom requested feedback from members and audience as to why insurance companies don't offer liability in half-million increments.
Chair Westrom recommended that members attend Law School for Legislators at William Mitchell on January 21, 2011.
The meeting was adjourned at 2:08 P.M.
