MINUTES

Representative Westrom, Chair of the Civil Law Committee, called the meeting to order at 12:38 PM on Monday, April 11, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Scott moved to approve the minutes from March 21, 2011. THE MOTION PREVAILED.

Representative Runbeck moved to approve the amended minutes from March 16, 2011. THE MOTION PREVAILED.

HF 447 (Kelly) Investigation, review, and hearing governing provisions modified, crime of criminal abuse of a vulnerable adult made a registrable offense under the predatory offender registration law, terminology changed, criminal penalty increased for assaulting a vulnerable adult, and criminal penalties provided.

Chair Westrom moved that HF 447 be recommended to pass and sent to the General Register.

HF 322 (Scott) Joint physical custody presumption established, Children's Equal and Shared Parenting Act created, and parenting plans required.

Representative Scott moved that HF 322 be recommended to pass and re-referred to the Judiciary Policy and Finance Committee.

Representative Scott moved to adopt the H0322-A11 amendment.

Representative Scott renewed the motion that HF 322, as amended, be recommended to pass and re-referred to the Judiciary Policy and Finance Committee. THE MOTION PREVAILED.

HF1198 (Mazorol) Uniform Interstate Family Support Act updated.

Representative Mazorol moved HF 1198 be recommended to pass and re-referred to Judiciary Policy and Finance Committee.

Representative Mazorol moved to adopt the H1198-A11 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
