MINUTES

Representative Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 2:49 p.m. on January 24, 2012, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative O’Driscoll moved to approve the minutes for May 11, 2011. The motion prevailed.

Representative Lillie moved to approve the minutes for October 24, 2011. The motion prevailed.

Representative O’Driscoll moved to approve the minutes for November 21, 2011. The motion prevailed.

Representative Daudt moved and introduced HF1766 and recommended that it be passed and re-referred to the Health and Human Services Reform Committee.

Addie Clyde, child care provider from Carleton, MN testified.

Heather Falk, child care provider from Clouqet, MN testified.

Dana Akre, child care provider from Blaine, MN testified.

Cifa Keller, Government Relations Committee Chair from Minnesota Child Care Association testified.

Representative Atkins moved amendment H1766A1.

Representative Atkins incorporated "or donations to charitable organizations" before "chapter" in the amendment.

Heather Falk testified.

Representative Atkins motion did not prevail. The amendment was not adopted.

Greg O’Connor from Education Liberty Watch testified.

Representative Atkins moved to lay the bill over. The motion did not prevail.

Representative Daudt renewed his motion that HF1766 be passed and re-referred to the Health and Human Services Reform Committee.

Representative Sarah Anderson moved for a roll-call vote.

The following members voted in favor of the motion:

HOPPE, SANDERS, DIANE ANDERSON, SARAH ANDERSON, CRAWFORD, DAUDT, DAVIDS, KIEFFER, LOON, MAZOROL, O’DRISCOLL, STENSRUD.

The following members voted against the motion:

ATKINS, ANZELC, DITTRICH, JOHNSON, LILLIE, MULLERY, NELSON, SLOCUM, TILLBERRY.

There being 13 ayes and 9 nays, the motion prevailed.

The chair adjourned the meeting at 3:44 pm.
