MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the twenty-eighth meeting to order at 8:19 a.m. on March 15, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:19 a.m.

H.F. 805 (Anderson, P) Price information filing required in the power purchase agreements with Public Utilities Commission, utilities required to offer customers option to request energy from local wind projects, and certain utilities required to purchase energy from small wind projects.

Rep. Anderson, P and Mike Reese, citizen, presented H.F. 805.

Chair McNamara laid H.F. 805 over.

Rep. Torkelson assumed the gavel at 8:31.

H.F. 972 (Anderson) Aquatic plant management fees and priorities.

Chair McNamara moved H.F. 972 be laid over for possible inclusion in the Environment, Energy and Natural Resources Policy and Finance omnibus bill.

Rep. Anderson, S and Jim Prom, Bass Lake Association presented H.F. 972.

Chair McNamara renewed his motion that H.F. 972 be laid over for possible inclusion in the Environment, Energy and Natural Resources Policy and Finance omnibus bill.

Chair McNamara laid H.F. 972 over.

Representative Drazkowski moved that the minutes from the committee meetings on March 9, 2011 and March 10, 2011 be adopted. THE MOTION PREVAILED.


H.F. 400 (Howes) Environment and natural resources money appropriated.

Rep. Howes, Susan Thornton, Director of the LCCMR, and Nancy Gibson, citizen co-chair of the LCCMR presented H.F. 400.

Don Arnosti, MN Audobon Society, Clarence Lehman, University of MN, Kathleen Schuler, Healthy Legacy, Arne Stefferud, Metropolitan Council, and Dave Biesboer, University of MN, testified on H.F. 400.

Chair McNamara laid H.F. 400 over for continuing testimony in committee hearing on March 16, 2011.

The meeting was adjourned at 9:59 a.m.
