MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the thirty-seventh meeting to order at 8:17 a.m. on April 12, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:17 a.m.

H.F. 1212 (Anderson, P) Melrose Public Utilities Commission membership increased from three to five members.

Rep. Anderson, P moved that H.F. 1212 be held over for possible inclusion in the Energy Omnibus bill.

Rep. Anderson, P moved the DE2 delete-all amendment to H.F. 1212. The motion prevailed. The amendment was adopted.

Rep. Anderson, P renewed his motion that H.F. 1212 be laid over for possible inclusion in the Energy omnibus bill. The motion prevailed.

H.F. 1212 was laid over.

Rep. Hackbarth assumed the gavel at 8:21 a.m.

H.F 1433 (Hilty) Utility report filing, weatherization programs, and public utility commission assessment technical changes made and provisions modified; obsolete and redundant language removed; and reporting requirements provided.

Rep. Hilty moved that H.F. 1433 be held over for possible inclusion in the Energy Omnibus bill.

Bill Grant, Minnesota Department of Commerce, testified on H.F. 1433.

Rep. Hilty renewed his motion that H.F. 1433 be laid over for possible inclusion in the Energy omnibus bill. The motion prevailed.

H.F. 1433 was laid over.

H.F 1432 (Hilty) Energy Conservation Information Center relieved from data-gathering responsibilities.

Rep. Hilty moved that H.F. 1432 be held over for possible inclusion in the Energy Omnibus bill.

Bill Grant, Minnesota Department of Commerce, testified on H.F. 1432.

Rep. Hilty renewed his motion that H.F. 1432 be laid over for possible inclusion in the Energy omnibus bill. The motion prevailed.

H.F. 1432 was laid over.

H.F 1431 (Hilty) Transmission projects report provisions modified.

Rep. Hilty moved that H.F. 1431 be held over for possible inclusion in the Energy Omnibus bill.

H.F. 1082 (Beard) Cold weather rule electronic notification authorized.

Rep. Beard moved that H.F. 1082 be held over for possible inclusion in the Energy Omnibus bill.

Rep. Beard moved to orally amend H.F. 1082 as follows:

Page 1, line 9, delete "electronically, or".

The motion prevailed. The amendment was adopted.

Rep. Beard renewed his motion that H.F. 1082 be laid over for possible inclusion in the Energy omnibus bill. The motion prevailed.

H.F. 1082 was laid over.

H.F. 618 (Beard) Innovative energy project provisions modified and clarified.

Rep. Beard moved that H.F. 618 be held over for possible inclusion in the Energy Omnibus bill.

Rep. Beard moved the DE1 delete-all amendment to H.F. 618. The motion prevailed. The amendment was adopted.

Julie Jorgensen and Tom Osteraas, Excelsior Energy, Bill Grant, MN Department of Commerce, Linda Taylor, Fresh energy, Ronald Rich, citizen, Rick Evans, Xcel Energy testified on H.F. 618.

Rep. Beard renewed his motion that H.F. 618 be laid over for possible inclusion in the Energy omnibus bill. The motion prevailed.

H.F. 618 was laid over.

H.F. 220 (Hancock) Renewable energy standard obligation calculation definition modified.

Rep. Hancock moved that H.F. 220 be held over for possible inclusion in the Energy Omnibus bill.

Rep. Hancock moved the A1 amendment. The motion prevailed. The amendment was adopted.

Josh Gackle, Wind on the Wires, Lee Sundberg, MN Rural Electric Association and Linda Taylor, Fresh Energy testified on H.F. 220.

Rep. Hancock renewed his motion that H.F. 220 be laid over for possible inclusion in the Energy omnibus bill. The motion prevailed.

H.F. 220 was laid over.

Rep. Anderson, P moved that the minutes from the committee meeting on April 5, 2011 be adopted. The motion prevailed.

The meeting was adjourned at 10:05 a.m.
