ENVIRONMENT, ENERGY & NATURAL RESOURCES POLICY AND FINANCE COMMITTEE

MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the thirty-ninth meeting to order at 8:20 a.m. on April 14, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:20 a.m.

H.F. 1230 (Fabian) Acquired lands valuation methods modified; state parks, state recreation areas, state forests, and state wildlife management areas added to and deleted from; public and private sales of surplus state lands authorized.

Rep. Fabian moved that H.F. 1230 be recommended to pass and be re-referred to the General Register.

Rep. Fabian moved the H1230DE1 delete-all amendment to H.F. 1230. The motion prevailed. The amendment was adopted.

Rep. Beard moved the H1230A1 amendment. The motion prevailed. The amendment was adopted.

Rep. Fabian presented H.F. 1230.

Kathy Lewis, DNR, testified on H.F. 1230.

Rep. Fabian renewed his motion that H.F. 1230, as amended, be passed and re-referred to the General Register. The motion prevailed. H.F. 1230 passed and was re-referred to the General Register.

H.F. 1097 (McNamara) Land acquisition by exchange provided; peatland protection, recreational vehicle enforcement provisions, local recreation grant cash match requirement, and Mineral Coordinating Committee modified; Blakeley State Wayside repealed, and money appropriated.
Rep. McNamara moved that H.F. 1097 be recommended to pass and be re-referred to the Committee on Government Operations and Elections.

Rep. McNamara moved the H1097A1 amendment. The motion prevailed. The amendment was adopted.

Rep. McNamara presented H.F. 1097.

Bob Meier and Major Rodman Smith testified on H.F. 1097.

Rep. Dill moved to orally amend H.F. 1097 as follows:

Delete section 7 and section 8.

The motion prevailed. The amendment was adopted.

Rep. McNamara laid over H.F. 1097.

Rep. Torkelson assumed the gavel at 9:29.

HF1353 (Dittrich) Minnesota's permanent school trust lands independent authority created to manage, supervise, and administer.

Rep. Dittrich moved that H.F. 1353 be recommended to pass and be re-referred to the Committee on Government Operations and Elections.

Rep. Dittrich presented H.F. 1353.

Rep. McNamara assumed the gavel at 9:40 a.m.

Grace Kelliher, MN School Board Association and Tom Landwehr, Commissioner of the MN Department of Natural Resources, testified on H.F. 1353.

Rep. McNamara laid over H.F. 1353.
