MINUTES
Representative Denny McNamara, Chair of the Environment, Energy & Natural Resources Policy and Finance Committee, called the second meeting to order at 8:20 a.m. on January 11, 2011, in the Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum wasn't present.
Representative Quam moved that the minutes from the committee meeting on January 5, 2011 be approved as amended. THE MOTION PREVAILED.
A quorum was present at 8:24 a.m.
H.F. 9 (Peppin) Nuclear power plant certificate of need prohibition abolished.
Representative Drazkowski moved that H.F. 9 be recommended to pass and re-referred to the Committee on Commerce.
Representative Joyce Peppin, Annettee Henkel, Minnesota Utility Investors, Bride Seifert, Minnesota Chamber of Commerce and Harry Melander, Minnesota State Building and Construction Trades Council presented H.F. 9.
The committee heard public testimony on H.F. 9. Testifying: Marshall Cohen, Nuclear Energy Institute, Steven Morse, Executive Director of the Minnesota Environmental Partnership, Bill Grant, Associate Executive Director for the Issak Walton League, Victoria Winfrey, President, Prairie Island Indian Community, Bill Heaney, International Brotherhood of Electrical Workers, Leslie Davis, Earth Protector, George Crocker, North American Water Office, Dan Bender, City Council Member for the City of Red Wing, Kathy Dekrey, Minnesota Public Interest Research Group, Tom Casey, Board of West Metro Global Action Warming Group.
Representative Steve Drazkowski renewed his recommendation that H.F. 9 be passed and referred to the Committee on Commerce.
Representative Jean Wagenius requested a roll-call vote. The results were as follows:
