MINUTES
Representative Tom Hackbarth called the sixty-fifth meeting of the Environment, Energy and Natural Resources Committee to order at 8:22 a.m. on March 20, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:22 a.m.

Representative Falk moved that the minutes from the committee meeting on March 15, 2012 be adopted. THE MOTION PREVAILED.

H.F. 2650 (Beard) Renewable development account regulated.

Rep. Beard presented H.F. 2650.

Rep. Beard moved that H.F. 2650 be passed and placed on the General Register.

Rick Evans, Xcel Energy, testified on H.F. 2650

Rep. Beard moved the H2650A1 amendment. THE MOTION PREVAILED. The amendment was adopted.

Ben Gerber, MN Chamber of Commerce, Dick Hemmingsen, University of Minnesota Initiative for Renewable Energy and the Environment and Bill Grant, MN Department of Commerce testified on H.F. 2650

H.F. 2731 (Torkelson) Community energy technical assistance and outreach assessment.

Rep. Torkelson presented H.F. 2731.

Rep. Torkelson moved that H.F. 2731 be passed and referred to the Committee on Ways and Means.

Rep. Torkelson moved the H2731A2 amendment. THE MOTION PREVAILED. The amendment was adopted.

Lissa Pawlisch, University of Minnesota Extension and Diana McKeown, Metro CERT Director, testified on H.F. 2731.

Rep. Torkelson renewed his motion that H.F. 2731 be passed, as amended and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

The meeting was adjourned at 9:56 a.m.
