MINUTES
Representative Tom Hackbarth called the sixty-sixth meeting of the Environment, Energy and Natural Resources Committee to order at 8:27 a.m. on March 21, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:27 a.m.

Representative Hancock moved that the minutes from the committee meeting on March 20, 2012 be adopted. THE MOTION PREVAILED.

H.F. 2226 (Vogel) Wind easement effective date elimination delayed.

Rep. Vogel presented H.F. 2226.

Rep. Hackbarth moved that H.F. 2226 be passed and placed on the General Register.

Thom Peterson, MN Farmer's Union, testified on H.F. 2226.

Rep. Hackbarth renewed his motion that H.F. 2226 be passed and placed on the general register. THE MOTION PREVAILED.

H.F. 2747 (Murray) Cooperative utilities under the integrated resource planning process reporting obligations.

Rep. Murray presented H.F. 2747.

Rep. Hackbarth moved that H.F. 2747 be passed and placed on the General Register.

Steve Tomac, Basin Electric Power Cooperative, Kenric Scheevel, Dairyland Power Cooperative, and Peter Brickwedde, MN Department of Commerce testified on H.F. 2747.

Rep. Hansen moved that H.F. 2747 be re-referred to the Energy Subcommittee.

S.F. 1788 (Beard) Public Utilities Commission regulatory burden study required.

Rep. Beard presented S.F. 1788.

Rep. Beard moved that S.F. 1788 be passed and placed on the General Register.

Rep. Beard moved to table S.F. 1788. THE MOTION PREVAILED.

H.F. 2769 (Hackbarth) Utility rates required to be based primarily on cost of service between and among consumer classes; clarifying and technical, and low-income affordability program changes made.

Rep. Hackbarth presented H.F. 2769.

Rep. Hackbarth moved that H.F. 2769 be passed and re-referred to the Committee on Ways and Means.

Rep. Hackbarth moved the H2769A2 amendment. THE MOTION PREVAILED. The amendment was adopted.

Drew Moratzka, Mackall, Crounce and Moore, testified on H.F. 2769.

H.F. 2769 was laid over.
