GOVERNMENT OPERATIONS AND ELECTIONS
MINUTES
Representative Peppin, Chair of the Government Operations and Elections Committee, called the meeting to order at 10:15 a.m. on Thursday, February 3, 2011, in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Representative Nelson moved to approve the minutes from February 2, 2011. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.
HF 1 (Fabian) Environmental permitting efficiency provided, and environmental review requirements modified.
Representative McFarland moves that H.F. 1 be recommended to pass, and be placed on the General Register.

Representative McFarland renewed her motion that H.F. 1 be recommended to pass, and be placed on the General Register. THE MOTION PREVAILED. HF. 1 WAS RECOMMENDED TO PASS.
HF 89 (Benson) Voter picture identification required before receiving a ballot, voter identification card provided at no charge, and provisional balloting procedure established.
Representative Quam moved that H.F. 89 be recommended to pass and be re-referred to the House Committee on State Government Finance.
