GOVERNMENT OPERATIONS AND ELECTIONS
MINUTES
Representative Peppin Chair of the Government Operations and Elections Committee, called the meeting to order at 10:15 a.m. on Tuesday, March 1, 2011 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was present.
Representative O’Driscoll moved approval of the minutes from February 24, 2011. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.
H.F. 613 (Kelly) Red Wing Port Authority member terms provided.
Representative O’Driscoll moved that H.F. 613 be recommended to pass and placed on the General Register.

Representative O’Driscoll renewed his motion that H.F. 613 be recommended to pass, and be placed on the General Register. THE MOTION PREVAILED AND H.F. 613 WAS RECOMMENDED TO PASS.

H.F. 511 (Erickson) Educational mandates deemed unneeded removed.
Representative Sanders moved that H.F. 511 recommended to pass, and be re-referred to the committee on Education Finance.

H0511A5 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Representative Sanders renewed his motion that H.F. 511 be recommended to pass, as amended, and be re-referred to the committee on Education Finance. THE MOTION PREVAILED AND H.F. 511 WAS RECOMMENDED TO PASS AND RE-REFERRED TO THE COMMITTEE ON EDUCATION FINANCE.
H.F. 696 (Runbeck) Local government authority to issue bonds payable with property taxes for employee benefits repealed.
Chair Peppin moved that H.F. 696 be recommended to pass and re-referred to the Committee on K-12 Finance.
