MINUTES

Representative Peppin Chair of the Government Operations and Elections Committee, called the meeting to order at 10:30 a.m. on Tuesday, April 26, 2011 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Quam moved approval of the minutes from April 14 and April 18, 2011. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

H.F. 1506 (Banaian) Legislative Commission on Planning and Fiscal Policy new duties assigned, duties transferred from executive agencies, and money appropriated.

Representative Peppin moved that H.F. 1506 be recommended to pass and re-referred to the State Government Finance Committee.

Representative Peppin renewed her motion that H.F. 1506 be recommended to pass and re-referred to the State Government Finance Committee. THE MOTION PREVAILED AND H.F. 1506 WAS RECOMMENDED TO PASS AND RE-REFERRED TO THE STATE GOVERNMENT FINANCE COMMITTEE.

H.F. 1440 (Beard) Hydroelectric facility municipal approval exception provided.

Representative Beard moved that H.F. 1440 be recommended to pass and re-referred to the Environment Committee.

Representative Beard moved the H1440DE1 amendment. Representative Winkler requested a roll call vote:

Representative Greene moved the H1440A3 amendment to the H1440DE1 amendment and requested a roll call vote:

ON A VOTE OF 6 AYES AND 7 NAYS, THE MOTION DID NOT PREVAIL, AND THE AMENDMENT WAS NOT ADOPTED.

Representative Greene moved the following amendment to the H1440DE1 amendment:
Page 1, after line 23, insert:
"Sec. 2. REPEALER.
Minnesota Statutes 2010, sections, 645.021 and 645.023, are repealed.
EFFECTIVE DATE.
This section is effective the day following final enactment."
Amend the title accordingly

The Committee recessed at 11:50 a.m.
The Committee reconvened at 1:10 p.m.

H.F. 1331 (Benson) State agencies required to enter into contracts to provide consulting services for improvements to state operated systems and services.

Chair Peppin moved that H.F. 1331 be recommended to pass and re-referred to the State Government Finance Committee.

Representative Murray assumed the gavel at 1:55 p.m.

H.F. 1538 (Peppin) Contribution and expenditure limits modified.

Representative Peppin moved that that H.F. 1538 be recommended to pass and placed on the General Register.

Representative Peppin moved the H1538A1 amendment as modified by the following:
Page 1, Line 13 delete "July 1, 2011" and insert "the day following final enactment"
THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED AS MODIFIED.

Representative Peppin moved the following oral amendment to H.F. 1538:
Page 2, Line 33, Delete "July 1, 2012" and Insert "the day following final enactment"
THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.
