MINUTES

Representative Abeler, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:37 P.M. on January 19, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Lohmer moved that the minutes from the committee meeting on January 18, 2011, be approved. THE MOTION PREVAILED.

Connie Jones, Acting Assistant Commissioner, Financial Management Operations, Anne Barry, Deputy Commissioner, Minnesota Department of Human Services, Jerry Kerber, Director of Licensing Division, Minnesota Department of Human Services, and Joe Jarosz, Supervisor of the Parental Fee Unit, Minnesota Department of Human Services, presented an overview of Financial Management and Operations.

Tom Ruter, Chemical and Mental Health Administration, Minnesota Department of Human Services, presented an overview of the Chemical and Mental Health Enterprise Services.

HF128 (Abeler) Human services appropriation reductions made.

Chair Abeler moved that HF128 be recommended to pass and re-referred to the Ways and Means Committee.

Mary Regan, Executive Director, Minnesota Council of Child Caring, Sue Abderholden, Executive Director, National Alliance on Mental Illness Minnesota, Jessica Webster, Staff Attorney, Legal Services Advocacy Project, Patrick Ness, Policy Director, Minnesota Coalition for the Homeless, and Jayne Rankin, Budget Director, Minnesota Department of Human Services testified on HF128.

Representative Hosch moved to table the bill and requested a roll-call vote.

The following eleven members voted against the motion:

ABELER, KIFFMEYER, ANDERSON, FRANSON, GOTTWALT, LANNING, LOHMER, MACK, MCDONALD, MCELFATRICK, SHOMACKER

The following seven members voted in favor of the motion:

FRITZ, HAYDEN, HOSCH, HUNTLEY, LIEBLING, MURPHY, SLAWIK

THE MOTION DID NOT PREVAIL (7-11).

Representative Huntley moved to amend HF 128 by deleting section 1.

The following eleven members voted against the motion:

ABELER, KIFFMEYER, ANDERSON, FRANSON, GOTTWALT, LANNING, LOHMER, MACK, MCDONALD, MCELFATRICK, SHOMACKER

The following seven members voted in favor of the motion:

FRITZ, HAYDEN, HOSCH, HUNTLEY, LIEBLING, MURPHY, SLAWIK

THE MOTION DID NOT PREVAIL (7-11).

Chair Abeler moved that HF128 be recommended to pass and re-referred to the Ways and Means Committee.

Representative Murphy requested a roll-call vote.

The following seven members voted against the motion:

FRITZ, HAYDEN, HOSCH, HUNTLEY, LIEBLING, MURPHY, SLAWIK

The following eleven members voted in favor of the motion:

THE MOTION PREVAILED (11-7).

The meeting was adjourned at 2:16 P.M.
