MINUTES
Representative Abeler, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:33 P.M. on March 8, 2011, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

HF592 (Fritz): Medical assistance reimbursement authorized for in-reach community-based care coordination in a hospital setting.
Representative Fritz, Kelly Harder, Minnesota Association of County Social Service Administrators, Beatrice Oberg, Allina Owatonna Hospital, and Liz Keck, Allina Owatonna Hospital, testified on HF592.
Representative Abeler officially called the meeting to order at 12:51 P.M.
A quorum was present.
Representative Hosch moved that the minutes from the committee meeting on March 3, 2011, be approved. THE MOTION PREVAILED.
HF77 (Lanning): Healthy community and circle of support initiative grant program funding provided, and money appropriated.
Representative Lanning moved that HF77 be laid over for possible inclusion in the omnibus bill.
Representative Lanning moved the A1 amendment.
Representative Lanning moved to incorporate the
A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Kiffmeyer assumed the gavel at 1:00 P.M.
Representative Lanning, Xavier Bell, Duluth Circles of Support, Alice Moren, Grand Rapids Circles of Support, Mary Ackerman, Search Institute, and Maureen Kenney, Northern Connections, testified on HF113.
Representative Abeler assumed the gavel at 1:19 P.M.
Representative Lanning renewed his motion that HF77, as amended, be laid over for possible inclusion in the omnibus bill.
HF262 (Mack): Community paramedic certification created, medical assistance coverage required of community paramedic services, and report required.
Representative Mack moved that HF262 be recommended to pass and be re-referred to the General Register.

DE3 delete all amendment.
Representative Mack moved to incorporate the DE3 delete all amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Mack, Carrie Mortrud, RN, Government Affairs & Public Policy Specialist, and O.J. Doyle, Minnesota Ambulance Association, testified on HF262.
Representative Murphy moved the
A1 amendment.
Representative Murphy moved to incorporate the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Murphy moved to orally amend the A1 amendment, as follows:
Page 2, line 13, delete "professional" and insert "public health"
Page 2, lines 13 and 14, delete ",community health workers,"
THE MOTION PREVAILED. THE AMENDMENT, AS ORALLY AMENDED, WAS ADOPTED.
Representative Mack renewed her motion that HF262, as amended, be recommended to pass and be re-referred to the General Register. THE MOTION PREVAILED.
