Representative Abeler, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:36 P.M. on March 17, 2011, in Room 200 of the State Office Building.

Representative Hamilton moved that the minutes from the committee meeting on March 15, 2011, be approved. THE MOTION PREVAILED.
Representative Hamilton moved that the minutes from the joint committee meeting on March 16, 2011, be approved. THE MOTION PREVAILED. THE MINUTES WERE APPROVED AS CORRECTED.
HF367 (Banaian): Municipal laboratories certification exempted.
Representative Kiffmeyer moved that HF367 be laid over for possible inclusion in the omnibus bill.

Representative Banaian, John Linc Stein, Deputy Commissioner, Minnesota Pollution Control Agency, Jerry Balbach, President, Minnesota valley Testing Laboratories, Inc., and John Gumpper, Vice President, ChemVal Consulting, testified on HF367.
Representative Kiffmeyer laid HF367, as amended, over for possible inclusion in the omnibus bill.
HF200 (Gottwalt): Alzheimer's disease data collection and reporting required, and learning collaborative established.
Representative Gottwalt moved that HF200 be laid over for possible inclusion in the omnibus bill.

HF1143 (Kiffmeyer): Requiring certain medical assistance enrollees and all MinnesotaCare enrollees to receive basic services through an enrolled provider network.
Representative Kiffmeyer moved that HF1143 be laid over for possible inclusion in the omnibus bill.
Representative Kiffmeyer, Lawrence J. Massa, President & CEO, Minnesota Hospital Association, Twila Brase, President, Citizens Council for Health Freedom, Sue Abderholden, Executive Director, NAMI, Kathryn Kmit, Minnesota Council of Health Plans, testified on HF1143.
Representative McDonald laid HF1143 over for possible inclusion in the omnibus bill.
HF248 (Loeffler): Small Group Health Insurance Market Working Group recommendation.
Representative McDonald moved that HF248 be recommended to pass and be re-referred to the General Register. THE MOTION PREVAILED.
HF928 (Falk): Public owned nursing facility cost additional local share clarified, and publicly owned nursing facility payment rate clarified.
