MINUTES
Representative Abeler, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:34 P.M. on February 16, 2012, in Room 200 of the State Office Building.

SF288 (Kelly) Dental Lab Regulation
Chair Abeler moved that SF288 be recommended to pass and re-referred to the Ways and Means Committee.
Chair Abeler moved the
S288DE2 amendment.
Chair Abeler moved to incorporate the S288DE2 amendment to SF288.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Tim Kelly, Gary Iocco, Business Owner, Dominic Sposetto, MN Dental Association, and Marshall Shragg, Executive Director, Minnesota Board of Dentistry, testified on SF288.
Chair Abeler moved the
S288A2 amendment.
Kate Zacher-Pate, MN Board of Social Work, testified on the S288A2 and
S288A3 amendment.
Chair Abeler moved the S288A3 amendment.
Chair Abeler moved to incorporate the S288A3 amendment to S288A2.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Chair Abeler moved to incorporate the S288A2 amendment, as amended to SF288.

Chair Abeler renewed his motion that SF288, as amended, be recommended to pass and re-referred to Ways and Means Committee. THE MOTION PREVAILED.
Representative Liebling moved that the minutes from the joint committee meeting on February 14, 2012, be re-approved, as corrected. THE MOTION PREVAILED.
Representative Liebling moved that the minutes from the committee meeting on February 15, 2012, be approved. THE MOTION PREVAILED.
HF2062 (Banian) Family assets for independence program modified, and money appropriated
Representative Hosch moved that SF288 be recommended to pass and be laid over for possible inclusion in the omnibus bill.
Representative Banian, Pam Johnson, Minnesota Community Action Partnership, Patrick Shepard, TriCAP in St. Cloud, Martha Varela, FAIM Business Owner, and Joelle Hoeft, Department of Human Services, testified on HF2062.
Chair Abeler laid SF288 over for possible inclusion in the omnibus bill.
HF1014 (Morrow) Medical assistance employed persons with disabilities program modified, asset limitation provisions changed, and money appropriated.
Chair Abeler moved that HF1014 be recommended to pass and laid over for possible inclusion in the omnibus bill.
Representative Hosch moved the
H1014DE1 amendment.
Representative Morrow, Representative Paymar, Anne Henry, Minnesota Disability Law Center, Charles Van Heuveln, Citizen, Jim Carlisle, Citizen, and Rozanne Severns, Citizen, testified on HF1014.
Representative Hosch moved to incorporate the H1014DE1 amendment to HF1014.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Chair Abeler laid HF1014 over for possible inclusion in the omnibus bill.
