MINUTES
Representative Kiffmeyer, Vice Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:37 P.M. on March 1, 2012, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Vice Chair Kiffmeyer called the meeting to order at 12:37 P.M.
A quorum was present.
Representative McElfatrick moved that the minutes from the committee meeting on February 29, 2012, be approved. THE MOTION PREVAILED.
HF2348 (Abeler) Return on taxpayer investment methodology and practices for human services and corrections programs study and recommendation development money appropriated.
Chair Abeler moved that HF2348 be laid over for possible inclusion in the omnibus bill.
Chair Abeler, and Jim Wescott, Professor, testified on HF2348.
Representative Kiffmeyer laid HF2348 over for possible inclusion in the omnibus bill.
Chair Abeler assumed the gavel at 12:52 P.M.
HF2374 (Kiffmeyer) Nursing facility rate equalization modified.
Representative Kiffmeyer moved that HF2374 be recommended to pass and referred to the general register.
Representative Kiffmeyer, Kari Thurlow, Aging Services of Minnesota, Heidi Holste, Care Provider of Minnesota, Jeff Bolster, Aging Services of Minnesota, Greg Tabelle, Department of Human Services, Rick Varco, Political Director, SEIU Healthcare MN, Michele Kimball, State Director, AARP, Christine Stone, Senior and AARP Volunteer, Deb Holtz, Ombudsman, Office of Ombudsman for Long-Term Care, and Stacie Weeks, Legal Services Advocacy Project, testified on HF2374.
Representative Kiffmeyer renewed her motion that HF2374 be recommended to pass and referred to the general register.
Representative Fritz requested a roll call vote. The results were as follows:
