HEALTH AND HUMAN SERVICES REFORM COMMITTEE

MINUTES

Representative Gottwalt, Chair, of the Health and Human Services Reform Committee, called the meeting to order at 2:36 P.M. on May 4, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Gottwalt called the meeting to order at 2:32 P.M. A quorum was not present.

Representative Gottwalt officially called the meeting to order at 2:37 P.M. A quorum was present.

Representative Lohmer moved that the minutes of April 3, 2011 be adopted. THE MOTION PREVAILED.

Representative Gottwalt moved that HF834 be recommended to pass and be re-referred to the Committee on Taxes.

Testifying on HF834 were: Representative Hoppe, Kathryn Kmit, DHS and Jan Alswager, Education MN

Representative Gottwalt renewed his motion that HF834 be recommended to pass and be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF371 (Hoppe) Local government employees required to approve participation in or withdrawal from the public employees insurance program.

Representative Gottwalt moved that HF371 be recommended to pass and be re-referred to the Committee on General Register.

Testifying on HF371 were Representative Hoppe, Gary Carlson, League of MN Cities and Jan Alswager, Education MN.

Representative Gottwalt renewed his motion that HF371 be recommended to pass and be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF614 (Kelly) Dental laboratories regulated.

Representative Gottwalt moved that H614 be recommended to pass and be re-referred to the Committee on Health & Human Services Finance.

Representative Gottwalt moved the H0614DE1 amendment. THE AMENDMENT WAS ADOPTED.


Testifying on HF614 were: Representative Kelly, Gary Iocco, Minnesota Dental Association, Tara Erickson, Apple Dental, Dominick Sposeto and Marshall Shrag, Minnesota Dental Association.

Representative Liebling offered an oral amendment marked HF0461A2 amendment. THE HF0461A2 AMENDMENT WAS WITHDRAWN.

Representative Gottwalt renewed his motion that H614, as amended, be recommended to pass and be re-referred to the Committee on Health & Human Services Finance. THE MOTION PREVAILED.

HF1391 (Downey) State agency program designation authorized as performance-based organizations.

Representative Gottwalt moved that HF1391 be recommended to pass and be re-referred to the Committee on Health & Human Services Finance.

Testifying on HF1391 were Representative Downey and Ember Richott-Young, Lutheran Social Services.

Representative Gottwalt moved that HF1391 be recommended to pass and be re-referred to the Committee on Health & Human Services Finance. THE MOTION PREVAILED

The meeting was adjourned at 3:58 P.M.
