HEALTH AND HUMAN SERVICES REFORM COMMITTEE

MINUTES

Representative Gottwalt, Chair, of the Health and Human Services Reform Committee, called the meeting to order at 2:32 P.M. on February 22, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Gottwalt began the meeting at 2:32 P.M. A quorum was not present.

Representative Gottwalt called the meeting officially to order at 2:37 P.M. A quorum was present.

Representative Gottwalt moved the minutes of January 15, 2012 be approved. THE MOTION PREVAILED.

HF1956 (Anderson) Offenders possessing multiple welfare electronic benefit cards required to be reported by law enforcement departments to the commissioner of human services.

Representative Gottwalt moved that HF1956 be recommended to pass and be re-referred to the General Register.

Representative Anderson and Jerry Kuber, Minnesota Department of Human Services, Daryll Paulsen, Disability Advocate and Ebony Harris testified on HF1956.

Representative Gottwalt renewed his motion that HF1956 be recommended to pass and be re-referred to the General Register. THE MOTION PREVAILED.


HF2081 (Daudt) Electronic benefit transfer cards modified.

Representative Gottwalt moved that HF2081 be recommended to pass and be re-referred to the Committee on Public Safety.

Representative Gottwalt moved the HF2081A1-1 be recommended to pass. THE AMENDMENT WAS ADOPTED.
Representative Daudt, Mark Toogood, Minnesota Department of Human Services and Jerry Kerber, Minnesota Department of Human Services testified on HF2108.

Representative Gottwalt moved that HF2080 be recommended to pass and be re-referred to the Committee on Judiciary Finance.

Representative Gottwalt renewed his motion that HF2081 be recommended to pass and amended, and be re-referred to the General Register. THE MOTION PREVAILED.

HF2080 (Daudt) MFIP ineligibility, sanctions, time limit, and exit level modified.

Representative Gottwalt moved the H2080DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hosch moved to table the bill. A voice vote was taken. THE MOTION DID NOT PREVAIL.

Representative Gottwalt recessed the committee at 4:22 P.M.

Representative Gottwalt re-convened the meeting at 4:24 P.M.

Representative Gottwalt renewed his motion that HF2080, as amended, be recommended to pass and be re-referred to the Committee on Public Safety. THE MOTION PREVAILED.

The meeting was adjourned at 4:25 PM.
