MINUTES
Representative Gottwalt, Chair of the Health and Human Services Reform Committee, called the meeting to order at 2:37 P.M. on March 21, 2012, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Gottwalt began the meeting at 2:31 P.M. A quorum was not present.
Representative Gottwalt officially called the meeting to order at 2:35. A quorum was present.
HF595 (Anderson, B.) Radiation therapy facility construction moratorium repealed.
Representative Gottwalt moved that HF595 be recommended to pass and be sent to the General Register.

Representative Moran moved the approval of the minutes of March 20, 2012. THE MOTION PREVAILED.
HF1683 and HF2252 were presented as a co-presentation.
HF 1683 (Norton) Foster care licensing moratorium exception created.
Representative Norton moved that HF1683 be recommended to pass and be sent to the General Register.
Representative Norton moved the following oral amendment to the
H1683DE3 amendment:
"Section 1. FOSTER CARE FOR INDIVIDUALS WITH AUTISM.
The commissioner of human services shall identify and coordinate with one or more
counties that agree to issue a license and authorize funding for licensed foster care for
people with autism who are currently receiving home and community-based services
under Minnesota Statutes, section 256B.092 or 256B.49; Children eligible under this section must be in an out-of home-placement approved by the lead agency that has the legal responsibility Nothing in this section must be construed as restricting an individual's
choice of provider. The commissioner will assist the interested county or counties with
obtaining necessary capacity within the moratorium under Minnesota Statutes, section
245A.03, subdivision 7. The commissioner shall coordinate with the interested counties
and issue a request for information to identify providers who have the training and skills
to meet the needs of the individuals identified in this section. THE ORAL AMENDMENT TO THE AMENDMENT WAS ADOPTED.
Representative Norton moved the
H1683DE3 amendment as amended. THE AMENDMENT, AS AMENDED WAS ADOPTED.

Representative Lohmer moved that HF2252 be recommended to pass and be re-referred to the Committee on Health and Human Services Finance.
