MINUTES
Representative Nornes, Chair of the Higher Education Policy and Finance Committee, called the meeting to order at 12:31 PM on February 23, 2012 in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Mazorol moved that the minutes from the committee meeting on February 21, 2012 be approved. THE MOTION PREVAILED.
HF 1036 (Sanders) State passenger vehicle fleet management and consolidation provided.
Chair Nornes moved that HF 1036 be recommended to pass and be re-referred to the Committee on Ways and Means.

HF 1916 (Howes) Board of Trustees of the Minnesota State Colleges and Universities prior appropriations modified.
Representative Mazorol moved that HF 1916 be recommended to pass and be re-referred to the Committee on Capital Investment.

Representative Banaian renewed his motion that HF 1960 be recommended to pass, as amended, and be re-referred to the Committee on Capital Investment. THE MOTION PREVAILED.
Chair Nornes moved that the Higher Education Committee forward the 2012 capital requests from the University of Minnesota and Minnesota State Colleges and Universities with the following recommendation to the Committee on Capital Investment: The Higher Education Committee recommends funding of these requests at the highest amount possible, in the order of priority established by the Board of Regents and Board of Trustees. With regard to the Higher Education Asset Preservation and Replacement (HEAPR) funding, the committee recommends a significant investment. The Governor's recommendation for HEAPR funding of $20 million per system is insufficient to meet the critical maintenance needs of the system.
Chair Nornes moved to lay the recommendation to the Committee on Capital Investment on the table.
The meeting was adjourned at 1:20 PM.
