MINUTES
Representative Nornes, Chair of the Higher Education Policy and Finance Committee, called the meeting to order at 12:32 PM on February 28, 2012 in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Vogel moved that the minutes from the committee meeting on February 23, 2012 be approved. THE MOTION PREVAILED.
HF 1137 (Rukavina) Permanent university fund portion directed for a mining engineering program and forestry research.
Representative Rukavina moved that HF 1137 be heard and considered for possible inclusion in the Higher Education Omnibus Bill.
Representative Rukavina moved to amend HF 1137 as follows:
Page 1, line 10, delete "2011" and insert "2013"
Page 2, delete section 2
Page 2, line 25, delete "sections" and insert "section", delete "and 2 are" and insert "is", delete "retroactively from", and delete "2011" and insert "2013." THE AMENDMENT WAS ADOPTED.

Chair Nornes moved that HF 1137, as amended, be laid over for possible inclusion in the Higher Education Omnibus Bill. THE MOTION PREVAILED.
HF 2213 (Banaian) Minnesota State Colleges and Universities course material and information disclosure required, and MnSCU textbook task force established.
Representative Banaian moved that HF 2213 be heard and considered for possible inclusion in the Higher Education Omnibus Bill.

Chair Nornes moved that HF 2213 be laid over for possible inclusion in the Higher Education Omnibus Bill. THE MOTION PREVAILED.
Chair Nornes renewed his motion from the February 23, 2012 hearing that the Higher Education Committee forward the 2012 capital requests from the University of Minnesota and Minnesota State Colleges and Universities with the following recommendation to the Committee on Capital Investment: The Higher Education Committee recommends funding of these requests at the highest amount possible, in the order of priority established by the Board of Regents and Board of Trustees. With regard to the Higher Education Asset Preservation and Replacement (HEAPR) funding, the committee recommends a significant investment. The Governor's recommendation for HEAPR funding of $20 million per system is insufficient to meet the critical maintenance needs of the system.
Morrow moved to amend the letter as follows:
Delete: "The Governor’s recommendation for HEAPR of $20 million per system is insufficient to meet the critical maintenance needs of the system." THE AMENDMENT WAS ADOPTED.
Chair Nornes renewed his motion that the Higher Education Committee forward the 2012 capital requests from the University of Minnesota and Minnesota State Colleges and Universities with recommendations to the Committee on Capital Investment, as amended.
THE MOTION PREVAILED.
