MINUTES

Representative Gunther, Chair of the Jobs and Economic Development Finance Committee, called the meeting to order at 12:30 p.m. on March 1, 2011, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Representative Mahoney discussed HF 102. (Establishing a Minnesota Science and Technology Program; requiring reports; proposing coding for new law in Mn Statutes, Chapter 116W.)

A quorum was present at 12:35 p.m.

Representative Mahoney moved HF 102 before committee.

Representative Mahoney moved H0102A2 Amendment before committee. THE MOTION PREVAILED.

Chair Gunther acknowledged the World Learner School of Chaska MN students in the audience.

Testifying before committee on behalf of the University of Minnesota, Office of Research, Science and Technology was Tim Mulcahy, Vice President of Research, and Robert Malecki, President of Xollai, LLC.

Representative Swedzinski moved to amend HF 102 as follows:

Page 6, Line 33, after "state" insert "or ceases operation in Minnesota"; and
Page 6, Line 34, after "state" insert "or ceases operation in Minnesota" and
Page 7, Line 1, after "relocates" insert "or ceases operation in Minnesota".

THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Mahoney moved that HF 102 pass, as amended, and be re-referred to the Tax Committee. THE MOTION PREVAILED.

Representative Swedzinski moved to amend the committee minutes of February 24, 2011 to delete the name of Former Representative Tony Sertich, THE MOTION PREVAILED.

Representative Swedzinski moved to approve the amended committee minutes of February 24, 2011. THE MOTION PREVAILED.

Testifying before committee on behalf of the Department of Employment and Economic Development was Commissioner Mark Phillips, and Mark Lofthus, Business Community Director.

Testifying before committee on behalf of the Department of Employment and Economic Development Trade Office was Katie Clark, Executive Director.

Testifying before committee on behalf of the Workforce Development Center through DEED was Bonnie Elsey, Director.


The meeting was adjourned at 2:14 p.m.
